- Construction project entitled: McNary Lock and Dam Powerhouse Bridge Crane Skew Correction. The work is located at the McNary Lock and Dam located in Umatilla Oregon. This will be a firm-fixed-price construction contract. 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $36,500,000. Solicitation is open to both large and small business concerns. This procurement is Unrestricted with no Set-Aside. Summary of Scope of Work: Using USACE supplied plans and specifications, the contractor will accomplish the following Scope of Work for the McNary Lock and Dam Powerhouse Bridge Crane Skew Correction. All work will require the Contractor to follow the procedures in the Army Corps of Engineers Safety Manual, EM385-1-1. The McNary 350T bridge cranes No.1 South and No.2 North were originally constructed in 1953 by Willamette Iron and Steel Company. Both cranes were rehabilitated in 2004. They each have a 350 ton capacity with a span of 78 feet. The bridge cranes are experiencing abnormal bridge tracking behavior that has resulted in accelerated end truck wheel flange wear, cracks formed in the end tie connecting plates, and possible loose girder connections. Each crane will be inspected for alignment and realigned. There are four drive trucks per crane, each truck contains one flat tread idler wheel and one taper tread drive wheel. Each drive truck will be inspected for alignment and removed for refurbishment. The wheel axle assemblies will be completely replaced including new axles, wheels, keys, bearings, seals and bearing cartridge assemblies. Bridge Drive Gearmotors: The existing 20hp motors will be replaced with new 20hp encoder motors. The existing parallel shaft speed reducers will be replaced with new right angle drive speed reducers. Idler Trucks: There are four idler trucks per crane - each with two flat tread wheels. All idler trucks will be inspected for alignment. The only idler truck to be removed for refurbishment will be the north crane upstream south idler truck. The wheel axle assemblies will be completely replaced including new axles, wheels, keys, bearings, seals and bearing cartridge assemblies. The end-tie beams will be stiffened by modifying them near the ends of the beams to develop the bottom flange into the girder and close the open shape. The refurbished bridge drive trucks (and one idler truck on the north crane) will be installed and aligned and alignment verified after end-tie beams are stiffened/modified. Electrical scope of work for each crane will include the removal of existing bridge drive VFDs, bridge drive motors, and isolation transformers; provide and install new electrical equipment and new bridge drive VFDs, two new HMIs, laser anti-skew equipment, and programming for new bridge drive control. Bridge control will use an encoder anti-skewing mode to operate bridge drives in closed loop control and a laser anti-skew control mode to correct for bridge misalignment (skew). Perform final inspections, acceptance testing and load testing of each crane. Provide as-built drawings for all modifications performed, update existing O&M manuals, and provide training on new bridge drive controls. Solicitation Number W912EF-16-R-0026 will be posted to the FBO.gov around 12 May 2016. The solicitation is a Request for Proposals. The successful offeror will be selected through the Best Value Trade Off source selection method. Evaluation details will be contained in the solicitation. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. To request clearance, please submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
