Description
Market Survey: Portable Precision Machining Center for the M777A2 Howitzer W15QKN-16-X-04Z7 Purpose: The Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (JPMO-TAS) to identify potential sources for the Portable Precision Machining Center for the M777A2 Howitzer. Description: This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of JPMO-TAS or RDECOM-ARDEC. PM-TAS requires the procurement of two (2) Specialized Portable Precision Machining Centers, with options for 3 additional units for the M777A2. The gun cradle of the M777 consists of several pieces of Titanium welded together. Cracks in the weldment in the cradle have been observed in guns in the field. The determined repair for this condition is to remove the effected weld and surrounding material and weld a metal patch in the resulting hole. This material removal is best accomplished with a suitable precision machining bit which does not affect the surrounding material with heat or mechanical stress. Because of the intricate shape of the cradle, the areas subject to cracking are inaccessible to standard tools in the field. The unit consists of three parts: a computer controlled power unit, able to precisely control speed; a right angle translating gear box, and a machining bit able to cut through the Titanium and leave a perfectly polished, perpendicular hole without burrs or cracks. Drill Requirements: -The drill shall be able to drill two nominal holes sizes between 1" and 2" -The locational tolerance of the hole shall be +-.020". -The drill speed shall be adjustable from 0-450 RPMS. The drill shall turn on at a preset speed which shall be set based on the contractor's trials. The drill speed shall be capable of being changed via the input buttons on the drill control panel. -The drill shall be set to a recommended RPM -The drill shall be capable of a drill depth of 1" to 2" -The drill vertical height shall not exceed 7.20" (including mount plate). -The drill shall have an adjustable automatic feed and an automatic stop and return feature. The feed shall be set to an optimal speed based on the contractor's trials. The drill feed shall be able to be changed via the input buttons on the drill control panel. -Drill and compatible cutting tools shall be capable of cutting cast titanium plate (Ti-6AL-4V) up to.25" thick. -The drill shall be powered by single phase 110V AC. -The drill shall be portable. -The drill shall use water as coolant on cutting tool -The drill/tooling shall be able to provide a 32 surface finish. This can be provided with a reamer if needed. -The kit shall provide a method to debur both sides of both holes. -The space claim of inside of the cradle will be provided via a.stp file to minimize need for a different setup for each hole. Submissions of designs that are not fully compliant with all requirements are also encouraged so that JPMO-TAS and RDECOM-ARDEC may assess the capabilities of all currently available sources. The Government recognizes that proprietary and/or classified data may be a part of this effort. If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the nonrestricted/non-proprietary and unclassified information. Participation in this Sources Sought is completely voluntary by the vendor and as such all costs to develop the vendor's response are to be borne by the participating vendor. All interested sources are encouraged to submit their abilities/capabilities no later than 5 days from date of this publication to: Scott Dern ACC-NJ-JA Bldg. 9, Picatinny Arsenal, NJ 07806-5000; email: Scott.r.dern.civ@mail.mil. Please include company name, address, telephone number, point of contact, brochures/literature, etc., and any prior performance relating to this effort. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. As stated above, please be advised that the government will not pay for any information submitted under this announcement. Electronic submittals are preferred.
