- The US Army Armament Research and Development Command (ARDEC) Benet Laboratories, located at Watervliet Arsenal, New York is seeking capability statements from firms that can provide the U.S. Government with continued support of Gun Tube Analysis Program (GTAP) Modeling Software which shall include but not limited to, all updates, bug fixes, technical support via the internet or phone, all upgrades, maintenance, training and any additional software purchase and support. The maintenance will support Benet Laboratories Modeling systems for changes in gun, charge, and projectile configurations as gun systems continuously evolve. This GTAP software design tool shall include the following: 1. Continued GTAP maintenance upgrades, support, and perpetual government (Benet Labs) use of all past/present upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the CCET thermochemistry code and its GTAP and non- GTAP user interfaces. 2. Continued GTAP maintenance upgrades, support, and perpetual government (Benet Labs) use of all past/present upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the MABL, GTBL, GTNS, STS, SEA-GASP & SEA-GUST CFD codes and their GTAP and non- GTAP user interfaces. 3. Continued GTAP maintenance upgrades, support, and perpetual government (Benet Labs) use of all past/present upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the MACE heat transfer, degradation, wear, and erosion code and its GTAP and non- GTAP user interfaces. 4. Continued GTAP maintenance upgrades, support, and perpetual government (Benet Labs) use of all past/present upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the CEQUEL thermochemistry code Excel plug-in and its GTAP and non- GTAP user interfaces. The Government contemplates issuing Blanket Purchase Agreement(s) (BPA) under which to procure gun tube analysis program software. This notice is open to all business concerns; however, the government intends to evaluate and award BPAs to small business concerns. In the event that there are not enough responses from small businesses, the government will consider awarding to large business concerns. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous contracts for similar supplies/services and other technical data. As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 511210. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The following information is required to register in SAM: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information. All information is to be submitted in the English language via e-mail only (10MB limit) at no cost or obligation to the Government and will not be returned. Ensure that the e-mail is clearly marked to indicate its contents, the solicitation number, and the identity of the firm submitting. Proposals may be submitted in Word or PDF format only. Do not include links to websites in lieu of incorporating information into your proposal. Responses shall also indicate the size of the business entity; large or small business and indicate which of the technical areas(s) you are addressing in your submission. Please provide name of your firm, address, POC, phone/fax number, and email address. Interested firms are encouraged to submit their capabilities / qualification data NO LATER THAN COB 1600 Eastern Time on 27 May 2016. The Government will accept written questions via email only; Telephone inquiries will not be accepted. The Government will not be issuing a formal Request for Proposal (RFP) as this announcement will result in Blanket Purchase Agreement(s). In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice.
