SOURCES SOUGHT SYNOPSIS Acquisition Workforce Performance Excellence Initiative The Department of the Navy (DON), Director of Acquisition Career Management (DACM) requires expertise in organizational science and engineering to rapidly model and assess the dynamics of acquisition people systems and apply systems engineering to inform and develop advanced training for productivity, innovation, and excellence in the acquisition workforce. This is a SOURCES SOUGHT SYNOPSIS to determine the availability of potential sources capable of providing this required expertise. Performance requirements shall include the following objectives and tasks: Objective 1. Energized acquisition workforce. Provide motivational tools for various levels within DONs AWF to energize the workforce and offset the negative morale effects of recent sequestrations, pay freezes, and furloughs. Objective 2. Focus on productivity, innovation, and excellence. Define, provide case studies, and implement strategies to increase productivity, innovation, and excellence in DONs AWF. Objective 3. Manage the AWF like a program. Apply systems thinking and systems engineering to the DON AWF domain to develop a framework for measuring, understanding, predicting, and managing workforce processes and associated costs, productivity, and risks. Provide advanced training to DON AWF leadership on using model results to manage the AWF like a program. Training Gap Analysis. Contractor assessment of existing training in support of objectives 1-3. Project Management. Contractor planning, monitoring, and controlling of resources, delivery schedule and product quality. The submission of a multitude of deliverables is required as well. This requirement is for highly advanced training that requires not only several areas of expertise (systems engineering, industrial-organizational psychology, modeling, leadership and motivation, performance management and measurement, talent and human capital management) but also the integration of these areas to produce the desired transformation for DON. The delivery timeline is aggressive. The Government is seeking companies that can demonstrate: Systems Engineering and Modeling capability needed for instilling systems thinking in the culture and management of the workforce (tasks 1.1, 2.2, 3.1-3.4, 4.1) Leadership, Motivation, Business Acumen capability needed for energizing and instilling excellence in the culture (tasks 1.1-1.3, 2.1-2.3, 4.1) Performance Management and Measurement needed for understanding and measuring productivity across all career fields, instilling productivity in the culture, defending workforce requirements and managing the workforce for health and value (tasks 2.1-2.33.1-3.3, 4.1) Human Capital Management and DON experience human capital management needed for models, measures, and methods to manage workforce requirements, recruitment, selection, development, retention, promotion, etc.; understanding of DON organization, workforce management, and culture needed to quickly engage with DON AWF leadership, and meet aggressive delivery schedule (tasks 1.1, 2.1, 3.1-3.4) The Contractor shall perform this work primarily at a contractor site. The Contractor shall participate in meetings and make presentations at government sites in the United States. The DACM Office is located at the Pentagon in Arlington VA. Some travel to other sites may be required. A Draft Performance Work Statement is attached for review. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A single contract is anticipated. It is anticipated that the contract will have an eighteen (18) month performance period. No options are included. It is anticipated that the solicitation will be issued in June 2016. The NAICs code for this acquisition is 611430 and the size standard is $11M. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than three (3) pages in length, that addresses the firms experience in providing the expertise that is required for this effort. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number, e-mail address, business size under NAICS 611430, and (2) relevant corporate experience references. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; a brief description of the services performed; and customer point of contact with corresponding telephone number and e-mail address. The required services are a new requirement. The services are intended to be procured using the Women-Owned Small Business (WOSB) Program. The eligibility of the WOSB shall be verified through the WOSB Repository. Please confirm that your firm is eligible and has submitted documents through the WOSB Repository.
