Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Alliance Mechanical, Inc. upon the basis of the authority provided at FAR 13.501(a)(1)(i). The ERDC-CRREL RS/GIS Center of Expertise has a requirement the upgrade of its data center cooling system. Current site and equipment conditions result in overheating of data center equipment and system shutdowns. The Contractor shall upgrade the existing cooling system to provide for increased cooling capacity and enhanced system monitoring. To achieve this state, the contractor shall perform the following tasks: 1. Install software to integrate to existing two (2) chillers at the RS/GIS facilities. 2. Install new low temperature field controllers. 3. Reuse existing underground pipe for cable run. 4. Install new pipe and wire at chiller and to server room for new controls. 5. Install new controls on free cool modules of two (2) chillers to command and monitor. 6. Install controls on existing glycol tank to notify of empty tank. 7. Install new temp sensors to monitor and maintain loop temperature. 8. Provide standard programming on chillers to lead/lag chiller on weekly schedule. 9. Integrate into (26) existing APC devices via Modbus and SNMP in server room to monitor, trend, and alarm values. 10. Install new server software with 3 year maintenance agreement on RS/GIS-supplied virtual machine to host graphical representation of system. 11. Create graphical front-end for all system and set up user views. 12. Set up standard scheduling, trending, and alarming for system. 13. Consult with RS/GIS staff to set up email alarm notification for chillers. 14. Provide training to RS/GIS staff on new control system front-end. : Alliance Mechanical has recently performed preventative maintenance and emergency services for the cooling units for the RS/GIS data center, and therefore has extensive knowledge of the design and layout of the current cooling system. Using another vendor without this knowledge would result in a data system shutdown. Alliance Mechanical is the only vendor that can perform the required upgrades without the loss of data or continuity of research activities that would result from a data system shutdown. The associated North American Industry Classification System (NAICS) code is 238220, which has a size standard of $15 million. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
