- THIS NOTICE IS TO INFORM INTERESTED PARTIES OF THE FNLAC MEETING SCHEDULED FOR MAY 11, 2016 AND ITS RELEVANVCE TO THE DRAFT REQUEST FOR PROPOSALS (RFP) FOR THE NATIONAL CANCER INSTITUTE'S FEDERALLY FUNDED RESEARCH AND DEVELOPMENT CENTER (FFRDC)/FREDERICK NATIONAL LABORATORY FOR CANCER RESEARCH (FNLCR). THIS IS NOT A NOTICE OF INTENT OR A REQUEST FOR PROPOSALS. The Draft RFP for the FFRDC re-competition was posted to the Federal Business Opportunities (FBO) and the FNLCR Acquisition Portal on April 15, 2016 for purposes of obtaining comments from interested parties. The Draft RFP can be accessed via FBO at https://www.fbo.gov/spg/HHS/NIH/RCB/HHS-NIH-NCI-SNDRFP-MOSB-0000-42/listing.html and the FNLCR Acquisition Portal at http://ncioa.cancer.gov/oa-internet/fnlcr/index.html#/documents/Acquisition. A FNLAC meeting is scheduled for May 11, 2016 at the National Cancer Institute (NCI) Shady Grove Campus located at the following address: 9609 Medical Center Drive, Room No. TE 406, Rockville, MD 20850. The tentative FNLAC meeting agenda currently includes time in the afternoon for FNLAC members to comment concerning the Draft RFP for the re-competition of the NCI's FFRDC contract. The public is welcome to attend the FNLAC meeting in person or view the meeting live at https://videocast.nih.gov/ ; however, the FNLAC discussion is open to Committee members only. The tentative agenda is available at http://deainfo.nci.nih.gov/advisory/fac/0516/agenda.pdf. The FNLAC acts in an advisory capacity to the NCI and helps ensure the FFRDC operations are open and transparent. FNLAC meetings are held biannually and are generally open to the public. The FNLAC is responsible for reviewing the state of research at the FNLCR and making recommendations for the best use of FNLCR capabilities and infrastructure. Summary FNLAC meeting minutes are generally available within one hundred and eighty (180) days of the meeting and posted on the Division of Extramural Activities (DEA) website at http://deainfo.nci.nih.gov/advisory/fac/facmeetings.htm. The videocast of the meeting is generally available twenty-four (24) to forty-eight (48) hours after the meeting in the "Archive" section on the following website at https://videocast.nih.gov/. Logistics Registration is not required. For those who wish to attend in person, please note that space is limited. We encourage attendees to arrive at least 45 minutes prior to desired arrival time in order to clear parking and security matters. Transportation If attendees plan to drive, we highly encourage attendees to carpool, as parking is extremely limited on-site. If utilizing a GPS for navigation to the National Cancer Institute Shady Grove Campus, please enter the following address: 9609 Medical Center Drive Rockville, MD 20850 Parking is available at 9613 Medical Center Drive, directly across from 9609 Medical Center Drive. When traveling on Medical Center Drive, the main entrance to the parking garage is located on Blackwell Road. Please note: You should not park in the reserved spaces such as Low Emission Vehicles (LEV) which are identified by both signage and their green color, ADA accessible (unless with proper ADA identification) or any Director spaces. This will result in a parking ticket or vehicle tow. Security All visitors, upon entering the building, will be directed to the Security Checkpoint where officers will request identification. Please note: Either a valid driver's license or current passport must be presented. Visitors will be required to sign-in with Security and should be prepared to have any bags or belongings scanned or searched. THIS IS A MEETING ANNOUNCEMENT.
