Description
NASA/GRC has a requirement for quantity (1) X-Ray Diffractometer with associated equipment and software. NASA/GRC intends to purchase the items from PANalytical, Inc. Based upon market research of powder x-ray diffractometers with commercial sources, it has been determined that the PANalytical x-ray diffractometer encompasses multiple unique salient characteristics that are critical to the GRC NASA mission. Specific unique, required features provided only by this system are described below: • A 5-axis cradle is required that can be changed out for other sample stages by the user within 5 minutes or less without the need for realignment. The stage must be capable of computer-controlled motorized travel in the x- and y-directions of a minimum of +/- 25mm where the x- and y-axes are in the plane of the sample surface. • A crystallographic texture analysis software program is required that can, within a single program, import data files in the format saved by the instrument, produce experimental pole figures from the raw data, calculate and visualize the orientation distribution function (ODF), and calculate full pole figures and inverse pole figures from the ODF. Output must include 2D graphics with scale legends. This analysis must be supported for cubic, hexagonal, trigonal, tetragonal, orthorhombic, and monoclinic crystal symmetries. • Detector capabilities are required with 1D and 2D data acquisition modes. A detection efficiency of at least 95% (as measured in 1D mode) for the K-alpha wavelengths of Co, Cu, Mo, Ag, and W (6.9 - 58.8keV) is required. • The system must include Bragg-Brentano incident beam optics for Co radiation capable of reducing the K-beta peak to below 0.25% of the K-alpha intensity with a similar reduction of the bremsstrahlung spectrum while providing incident K-alpha intensity that is equal to or greater than the intensity provided by a traditional fixed divergence slit/beta filter configuration with the same beam divergence. • The system must have a minimum 2-theta accuracy of 0.01⁰ over the entire goniometer range. • An automated sample changer stage is required that accommodates a minimum of 6 samples. The system must be capable of spinning the sample during data acquisition for increased sampling statistics. For other measurements, the stage must be able to rotate the sample to a user-defined static orientation to within 0.25⁰. The stage must accommodate both powder and solid samples. Solid samples of dimensions up to 35mm diameter and 4mm high must be accommodated. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/12/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
