Description
Award Notice - OVC ELIKIA Project, in DRC Date: April 28, 2016 Subject: Award Notice References: 1) RFP # SOL-660-14-000006- OVC ELIKIA Project 2) Contract Award # AID-660-C-16-00001 USAID/Democratic Republic of the Congo is herein providing notice of Award under RFP # SOL-660-14-000006 to Education Development Center, Inc., for a Cost-Plus-Fixed-Fee (CPFF) - Completion Contract in the amount of $17,499,656.00. The purpose of this contract is for the Contractor to implement the activity named "Enhancing Services and Linkages for Children affected by HIV and AIDS -ELIKIA" in the Democratic Republic of the Congo. The contractor is to provide technical assistance to further the development of the country's child protection sector. The contractor's team will advance the objectives set forth in the USAID/DRC Country Development and Cooperation Strategy, global PEPFAR guidance for OVC programming, the PEPFAR DRC Country Operational Plan, and the GDRC's most recent OVC Action Plan. The contractor will contribute to the efforts of USAID, PEPFAR, and the GDRC to improve the quality of life and future prospects of the country's 8.2 million OVC. The goal of this activity is to improve the lives of orphans and vulnerable children and their households in target PEPFAR geographic areas. (END OF AWARD NOTICE) Note: In line with the requirements of FAR 5.705(b), the rationale for using other than a fixed-price follows : The contracting officer chose to use Cost-Reimbursement contract because the circumstances did not allow the agency to define its requirements sufficiently to allow for a fixed-price type contract. The uncertainties involved in the anticipated contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
