Description
PROJECT TITLE: Transmitter Chassis Refurbishment LOCATION OF WORK: Multiple Locations NAICS CODE: 238210 - Electronic Contractors and Other Wiring Installation Contractors, and the small-business size standard is $15 M. SET-ASIDE STATUS: HubZone Small Business DESCRIPTION: The National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) has embarked upon a Service Life Extension Program (SLEP) to upgrade the WSR-88D NEXRAD radars signal processor and transmitter, and refurbish the pedestal and shelters. As part of the SLEP, obsolete portions of the Transmitter design are being replaced by more modern and supportable elements. The purpose of this procurement is to contract for Transmitter Chassis Refurbishment at multiple locations located in the United States, China, and Taiwan. The Government will issue an Indefinite Quantity Indefinite Delivery (IDIQ) type contract for the required services. Specifically, NOAA/NWS requires the following; A vendor shall provide program management and qualified personnel to remove existing cable and install Government provided cables at approximately 169 NWS Radar Operations. The vendor will be responsible all labor for services outlined below: CLIN 0001- Project Management: An experienced project manager (PM) shall be assigned by the contractor to manage all aspects of the project and act as the principal point of contact for the customer. The PM shall maintain the project schedule and keep it current at all times. CLIN 0002 - Initial Refurbishments: The contractor shall refurbish the 5 support system transmitters located at the NWS Radar Operation Center (ROC) in Norman, OK. These transmitters have designations of PTF, KJIM, KREX, and KCRI (RDA 1 and RDA 2) which will be identified in the solicitation. The purpose of this CLIN is for the contractor to demonstrate a suitable methodology for completing the refurbishment of the transmitters and to document the accepted methodology to be performed on all transmitters to ensure that a standardized configuration is implemented. CLIN 0003 - Refurbishment Task Orders: Following completion of CLIN 0002, Government shall begin tasking the contractor with the refurbishment of specific transmitters. Several locations may be awarded at once. The contractor shall respond to the task orders by verifying that the work is to be performed as scheduled or propose deviations to the schedule. All materials shall be provided by the Government. The contractor shall provide all the labor necessary to perform the following requirements stated in the Statement of Work. The Government will ship all required materials to each site prior to the refurbishment activities. The PM shall inquire about any weather or other issues that might delay securing the radar so that the work can be performed, and shall confirm that the refurbishment materials have been received. A site visit has been scheduled, although this visit is not mandatory, all potential offerors are highly encouraged to attend. For access to the site contract James M. Calendar time to complete this contract is not to exceed 3 years from initial award.
