- RFQ The Department of Commerce, NOAA, Resource Assessment and Conservation Engineering (RACE) division has a requirement to design and manufacture one (1) secondary auxiliary net to capture fish and organisms that may escape the footrope. This net will be fixed to the standard survey trawl. The auxiliary net must impose minimal change of the fishing configuration of the primary survey trawl and must be able to catch escaped fish and organisms that may pass under the footrope. Bottom trawl gear descriptions and designs are available in the Statement of Work attached to the Request for Quotation. Delivery of the new auxiliary net shall be on or about August 10, 2016 for AFSC testing. The requirement has an option for additional modifications to the designed net not-to-exceed $3,000.00. This option is based on the net performance in the Gulf of Alaska and Aleutian Islands. The Alaska Fisheries Science Center (AFSC) conducts regular, comprehensive fish and oceanographic surveys in the Gulf of Alaska and Aleutian Islands. Data from these surveys are utilized in stock assessment and fishery evaluation (SAFE) documents The requirements for the trawl will consist of a meeting to discuss design specifications; design approval and manufacturing; and, design testing. The solicitation is attached and defines the technical description of the trawl and components. This is a full and open competition. Small businesses are encourage to submit quotes. The small business NAICS code for this requirement is 314999 with a 500 employee size standard. The Government intends to acquire this trawl using FAR Part 13, Simplified Acquisition Procedures not to exceed $150,000.00. Any resulting purchase order will be a Firm-Fixed-Price purchase order. Request for Quotation (RFQ) documents with specifications are available for download at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. The response due date is May 13, 2016. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM).
