Description
PWS Lab support PWS Educational Training Services The Healthcare Readiness Contracting Office Provisional (HRCO {P}) in support of the Army Trauma Training Department (ATTD) is issuing a Request For Information (RFI) to solicit industry on commercial insight, performance-based solutions, best practices, possible contractual arrangements, and potential issues. In addition, we request that potential quoters interested in this requirement respond to the questions at the end of the RFI and also provide a capability statement as requested below. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a request for proposal, a request for quotation, an invitation for bid, a solicitation, or an indication that HRCO (P) will contract for the items contained in the RFI. This RFI is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responses to this RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI does not restrict the government's acquisition approach on a future solicitation. The HRCO (P) has a requirement to procure trauma education, training services to include laboratory support. administrative offices and classroom space at a level one trauma center which includes the use of animal models in accordance with the attached draft performance work statement (PWS). It is anticipated that any resultant contract(s) that might result from this survey would have a period of performance from 1 October 2016 through 30 September 2017 with four 1-year options. The North American Industrial Classification System (NAICS) code is 611710 Educational Support Services; and the small business size standard is $15,000,000.00. The Government desires that respondents offer their experience and recommendations on the attached PWS and provide responses to the following questions: 1. Does your firm have the ability to provide educational training services for advance trauma training 11 rotations consisting of 14 days per year at a level 1 trauma center? 2. Does your firm have the ability to provide instructors who are Board certified Trauma Surgeons? 3. Does your firm have the ability to include professional and administrative offices, classroom, meeting and storage space in accordance with the draft PWS for Educational Training Services? 4. Does your firm have the ability to provide lab support at a level one trauma center which includes the use of animal models in accordance with the draft PWS Trauma Education and Training Services to Include Laboratory Support? 5. Is your firm a level 1 trauma center? 6. Does the trauma center at a minimum provide service to 10,000 patients on a yearly basis, 4,500 major trauma patients yearly and have the ability to provide 55 trauma patients per rotation of 14 days? 7. Does your firm foresee a problem with DoD conducting a compliance inspection of animal protocol and use by the Animal Care and Use Office (RO) veterinarian and receiving vendor approval? 8. Does your firm have the ability to provide laboratory equipment for the resuscitative skills laboratory listed in section 4.4 of the draft PWS Trauma Education and Training Services to Include Laboratory Support? 9. Does your firm have the ability to provide laboratory equipment for the applied physiology laboratory listed in section 4.5 of the draft PWS Trauma Education and Training Services to Include Laboratory Support? 10. Does your firm have the ability to provide laboratory equipment for the human anatomy laboratory listed in section 4.6 of the draft PWS Trauma Education and Training Services to Include Laboratory Support? 11. Does your firm have the ability to provide laboratory equipment for the combat extremity surgery laboratory in section 4.7 of the draft PWS Trauma Education and Training Services to Include Laboratory Support? 12. Does your firm have the ability to provide the supplies listed in section 4.8 of the draft PWS Trauma Education and Training Services to Include Laboratory Support? 13. Does your firm have the ability to provide Trauma Education and Training Services which may include the use of animal models? 14. The trauma education services will consists of 11 trauma education training sessions entailing a 14 day rotation. How many days advance notification does the Government need to provide the contractor prior to the start of each trauma education training session? 15. We anticipate the pricing method to be firm fixed price. We are considering that quoters provide pricing for contract line items (CLINs) on a cost per training. Is a firm fixed priced contract line item pricing structure feasible? If not, what is your preferred pricing structure? 16. What is the business size standard of your company (small business, small disadvantage business, service disabled veteran owned small business, HUBzoned, 8a, Large, etc.)? If 8a eligible please provide current status regarding your schedule graduation date from the 8a program under this NAICS. 17. Is the NAICS 611710 Educational Support Services correct, if not is there a recommended NAICS code? 18. Provide any concerns, comments or recommendations you may have with the attached draft PWS. Give specific PWS paragraph numbers for reference. Respondents to this RFI should describe their interest and ability to perform the requirement summarized within this notice by submitting answers to each question, providing a capability statement and concerns, comments or recommendations to the draft PWS. Responses should contain Company Name, Address, Point of Contact, Phone Number, Fax Number, CAGE Code, and Size of Business pursuant to NAICS code 611710 Educational Support Services (size standard is $15,000,000.00). Please submit all responses through e-mail to the point of contact identified in the section below. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses.
