Description
The Naval Medical Research Unit 6 (NAMRU-6) is seeking sources for a collaborative research effort to continue with a study entitled: "Assessment of dengue-induced changes in gene expression profiles in-vivo via ribosome profiling." This acquisition requires expertise in molecular biology and researching ribosome biology, carrying out ribosome profiling techniques, and advanced bioinformatics processing of ribosome profiling data. All activities must be carried out with the outmost adherence to all ethical and quality control standards, in order to minimize risk of performance deficiencies. The contract will have a performance period of 12 months, effective from the date of approval. If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to Universidade Da Coruña (UDC), for the requirements of the collaborative effort with NAMRU-6. Universidade Da Coruña (UDC) and NAMRU-6 have collaborated since 2013, and the above project requires technical expertise on sample processing methods in order to look at dengue-induced proteome changes. Hence, since this has been a joint collaboration expressly with UDC, and no other institution would be a suitable replacement. Expertise developed by UDC has become key and fundamental in obtaining funding. Our collaborator, UDC, has recently tracked use of ribosome profiling to monitor global gene expression in mammalian mitochondria. UDC has been and continues to be integral to every component of this study, from initial design and proposal drafting to data analysis and publication of manuscripts. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 PM Local Time, 04 May, 2016.
