- Description
- NASA/JSC International Space Station (ISS) Avionics and Software Office, Software Development and Integration Laboratory (SDIL) has a requirement for a Digitally Integrated Communication Equipment System (DICES) Voice over Internet Protocol (VoIP). The SDIL use DICES to communicate with multiple groups to accomplish mission objectives. The SDIL supports these mission objectives locally as well as at other NASA sites during mission integration / development testing, Mission Control Center (MCC) Operational Readiness Test (ORT) and Flight Following / On-­‐Orbit Anomaly Resolution Activities. Primary support sites are Marshall Space Flight Center (MSFC), Huntsville Operations Support Center (HOSC), Kennedy Space Flight Center (KSC), and Armstrong Flight Research Center (AFRC). DICES is the communication system utilized throughout the agency. The primary support sites were previously upgraded to the latest DICES VoIP platform. SDIL DICES system is obsolete and is unsupported which necessitates upgrading. Failure of this system would cause an irreparable break, causing a major impact to SDIL ability to accomplish aforementioned mission objectives. Thus, the platform upgrade decision by SDIL is paramount to maintaining compatibility with the primary sites in addition to the continued service obtained through NASA Communication Teams. NASA/JSC intends to purchase this system from Quintron Systems, Inc. Quintron Systems, Inc. developed and manufactured DICES VoIP and is the sole provider of their products and upgrades. Quintron Systems, Inc. does not utilize resellers or third parties to distribute or support their products. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on May 9, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
