- This is a SOURCES SOUGHT SYNOPSIS and is NOT a solicitation announcement. The purpose of this Market Research and Sources Sought notice is to gain knowledge of potential qualified Small Business firms. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to: Description of Work: The work includes demolition/removal of an existing tower, modular building, exterior HVAC units and their associated concrete pads. Removal of existing fencing, gates, concrete sidewalks and curbs as noted on the Civil lans. The new work includes parking and access paving, security fencing, and new entrance gate on the 8.56 acre site. The buildings to be renovated are an outbuilding of approximately 1,900 sq. ft. and the 2-story main facility building that is approximately 6,000 sq. ft. in size. Interior demolition is to be accomplished per plan. Major interior renovations are for both of these buildings, include but are not limited to new offices, conference, detainee processing, holding, storage, break rooms and the addition of an ADAAG compliant toilet rooms and a 2-stop LULA elevator with connector to the main facility building. The exterior facades of the buildings require minor repairs and painting. The existing windows are to be removed and replaced with impact resistant units as noted on the plans. The plumbing, mechanical and electrical and security equipment is to be updated throughout these two structures. This work is to be performed at Saint George Hill, Saint Croix, U. S. Virgin Islands. The construction cost is expected to range between $1 million to $5 million. Proposed construction duration is 270 calendar days. Sources are being sought from firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $36.5 million. Responses are requested with the following information, which shall not exceed a total of eight (8) pages. 1. Offeror's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a) and Women Owned Small Business shall be indicated on first page of submission. 3. Bonding capability: Please provide a letter from your bonding company to support current bonding capability of at least $5 million. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental permits, and capacity to execute this project with other ongoing contracts. 5. Past performance/experience on projects of similar scope, describing no more than five (5) projects that are at least 50% complete within the past five (5) years of the issue date of this Notice. The past performance information should include project title, location, general description of construction performed to demonstrate relevance to the proposed project, the offeror's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Responses should be submitted via e-mail to Ms.Hallstrom at Kelly.a.hallstrom@usace.army.mil. Submittals are due no later than 2:00 p.m. (local), 16 May 2016. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
