- SOW for required services. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number: W911NF-16-R-0200 is issued as Request for Quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87 dated 6 April 2016. North American Industry Classification System (NAICS) code for this solicitation is 812220 The US Army Research Laboratory (ARL) will be performing injury studies which will utilize post-mortem human tissue. ARL requires cremation services for the disposition of the anatomical tissue that will be used in these studies. The Army Contracting Command, Research Triangle Park Contracting Center on Behalf of ARL requires cremation services in accordance with the attached Statement of Work The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on lowest price technically acceptable. In order for the quote to be considered technically acceptable, the Government will make a determination of technical acceptability by evaluating the following: (i) The ability for the offeror to meet the salient characteristics items provided within each item requested. (ii) Ability of the offeror to meet the schedule or timeline as stated in this solicitation A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
