- Sources Sought THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This sources sought is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government is seeking to identify QUALIFIED SMALL BUSINESS SOURCES under 2016 North American Industry Classification System (NAICS) 237310 for Highway, Street, and Bridge Construction (Size Standard - $36.5 Million). 1. Project Information: The National Park Service, Denver Service Center requires a construction project for the Rehabilitation of the existing Conococheague Aqueduct. The Conococheague Aqueduct is located on the C&O Canal in the canal town Williamsport, Maryland at Mile 99. The Aqueduct is near the midpoint of the 184.5 mile long canal. The Conococheague Aqueduct is a three span stone masonry arch aqueduct built to bring the C&O Canal across the Conococheague Creek in 1835. The masonry arches are 60 feet clear between 5'-4" wide piers and have a rise of 15'-0". In 1920 the berm parapet and berm spandrel wall collapsed. The berm parapet was rebuilt using a wood wall on the remaining arch barrels which remained in place until 1924 when the canal ceased operations. Since that time, efforts have been made to stabilize the exposed stone masonry rubble fill by pointing, grouting, and pinning. For this project the construction contractor will be required to strengthen the piers and parapet walls, repair the deterioration of the structure to withstand climate change and rehabilitate it to the 1920's era appearance. The project will require construction efforts in the Conococheague Creek. Estimated Construction Magnitude: $5 Million to $10 Million Period of Performance: 540 calendar days after Notice to Proceed. Estimated Notice to Proceed is December 2016. 2. Submission Requirements: The Government invites small business contractors that possess the qualifications for the requirement and are interested in proposing on this contract in the future, to submit a response that clearly demonstrates the required qualifications. A. The submission must demonstrate experience and satisfactory or above past performance for the following technical requirements: (1) Cast-in-place concrete bridge construction including shoring, forming and placing reinforced concrete arched bridges. (2) Historic masonry construction including placement of large, natural historic stone work and matching the appearance of historic stone with newly quarried stone. (3) Working within rivers and streams including work that will take place in a stream subject to high water and potential flooding. (4) Placement of liner systems in canals B. The submission must demonstrate financial capacity by providing bonding capability for a single project, aggregate amount and current available bonding. C. The submission must demonstrate the prime contractor's experience, past performance and current capability to meet the self-performance requirement of 25% as required by FAR clause 52.219-14. D. Past performance documentation shall include contact names, as well as a description of the services provided, contract type (i.e., fixed price or cost), and dollar value. E. Registration in The System for Award Management (SAM) under the corresponding NAICS code is required for submittal and acceptance of capability statements. F. The company's CAGE Code and DUNS number shall also be included with the submission. The Capability Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate expertise and experience in relation to similar requirements. Any brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Please indicate your interest and/or ability to provide all services in the Description of Work. This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information received from potential sources as a result of this sources sought. Respondents will not be notified of the Sources Sought results. Only electronic submissions via email will be accepted. No hard copy or facsimile submissions will be accepted. Responses must be received no later than May 18, 2016 by close of business. Submissions that are not received within the allotted time and/or do not meet all requirements will not be considered.
