- Sources Sought Template (Intent to Purchase on Sole-Source Basis) FROM: 638 SCMG/408 SCMS TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of NSN 5998-NCC659904EW / PN 152-001829-0001, DMV-183-2834 Single Board Computer Circuit Card Assembly SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the AN/ALQ-155 Electronic Warfare (EW) DMV-183-2834 Single Board Computer Circuit Card Assembly (SBC CCA), NSN 5998-NCC659904EW / PN 152-001829-0001. ITEM DESCRIPTION The ALQ-155 system is a legacy system that is installed on the B-52 Fleet. It is a typical countermeasures set that may consist of as many as five control indicator programmers, five liquid coolers, five flow protect valves, one signal processor, and ten receivers/transmitters. The Single Board Computer CCA provides computer control of the CM465-B Signal Processor of the ALQ-155 Countermeasures system on B-52 H aircraft. Impediment to Competition: The original equipment manufacturer for this item is Curtiss Wright (CAGE 0Y9V5), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Curtiss Wright is the only known source with adequate knowledge of the DMV-183-2834 SBC CCA's performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Curtiss Wright for the manufacture of the DMV-183-2834 SBC in support of the AN/ALQ-155 program, particularly the Signal Processor. Other interested parties may identify their interest and capability to respond to the requirement no later than 17 May 2016 to kimberly.holland@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
