Description
Justification for Exception to Fair Opportunity Memorandum Under this effort the contractor shall provide pre-installation, installation, and post-installation services needed to prepare for, install, test, and certify ORDALT 18000, as well as that for ORDALT 18009 (if any option(s) are exercised). In accordance with the SOW under Contract N66604-10-D-034C, Task Paragraphs 4.5, 4.7 and 4.9, the contractor shall perform tasks as defined in the Task Order SOW. This Task Order SOW defines the tasks required for installation of ORDALT 18000. Depending on the results of ORDALT 18000, ORDALT 18009 may be required on up to all four (4) SSN 688 Class Submarine torpedo tubes. Therefore, this SOW defines the tasks required for installation of ORDALT 18009 in the event this installation is also required and the Government exercises the corresponding option(s). ORDALT 18000 installs the Muzzle Door Linkage Failure Indication on SSN 688 Class Submarines. ORDALT 18009 modifies the Muzzle Door Power Cylinder to obtain more over travel, as required by ORDALT 18000 on SSN 688 Class Submarines. In accordance with FAR 16.505(b)(2)(i)(B), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. As a Submarine Safety (SUBSAFE) Installation effort, the work shall be accomplished by a SUBSAFE Qualified Activity, per NAVSEA Note 5000, and shall be executed in accordance with the Submarine Safety Requirements Manual (SSRM) which is NAVSEA 0924-062-0010. In accordance with the strict SUBSAFE requirements documented in SSRM NAVSEA 0924-062-0010, no two separate activities, either contractor or Government, are authorized to simultaneously execute work on the same system boundary and systems, due to criticality of the systems. SUBSAFE work execution, accountability, and certification protocols are rigid, and do not allow for split roles and responsibilities of personnel from multiple activities during the performance of SUBSAFE tasking. As such, per the guidelines provided in the SSRM, OII is the only SUBSAFE certified activity that may be contracted for the performance of ORDALTs 18000 and 18009 while ongoing work is being performed within the system boundary.
