Description
The National Aeronautics and Space Administration (NASA) invites you to submit a response to this Request for Information (RFI) to assist NASA's Marshall Space Flight Center (MSFC) in its National Space Science Technology Center Research Facility (NSSTC) acquisition planning. A source is sought for a potential industry partner to provide engineering services and flight hardware development for a science instrument payload planned for installation as an external ISS payload. The payload is being proposed under a future Astrophysics Explorer Mission of Opportunity announcement. Draft Announcement of Opportunity (AO) is planned for the spring of 2016, with the final AO in late summer/early fall 2016. This is a Request for Information (RFI) issued solely for information and planning purposes - it does not constitute a Request for Proposal. This RFI serves to increase opportunities for interested parties and openly solicit potential partners by requesting specific information that will be used to offer teaming relationships with industrial partners for developing NASA/MSFC proposals in response to upcoming NASA Announcements of Opportunity. If the NASA Principle Investigator (PI) is selected and the industry partner proposed in that investigation meets the guidelines of NASA FAR Supplement 1872.502(a)(3)(i) through (III) for award without further competition, then NASA/MSFC intends to award a prime contract to the industry partner. NASA/MSFC envisions a teaming agreement where the industrial partner will act as the Payload Integration Contractor, responsible for management and engineering services related to overall payload requirements and safety, design and development of the payload for provided science instrument design and requirements, payload assembly, integration and testing, certification for flight, and coordination with the ISS program for flight of the payload. The Payload Integration contractor will be responsible for design and delivery of flight and ground support hardware required for flight of the payload and placement for multiple ISS locations. The industry partner will be responsible for providing schedules and cost estimate inputs for the planned work as part of proposal development. The industrial partner will provide direct inputs into the MSFC proposal in response to the AO. NASA/MSFC does not intend to reimburse the industrial partner for costs associated with these inputs. Responses to this RFI are solicited from both instrument and payload development contractors having experience as discussed in this RFI. The purpose of this RFI is to identify qualified sources that are interested in pursuing this type of arrangement. Potential industrial partners will be identified from the responders to this request. One or more of these partners will be provided competition sensitive requirements for flight hardware and ground support equipment and asked to produce information on their approach to meeting the particular requirements. NASA/MSFC intends to use the responses to this RFI to select a single industrial partner to participate in the proposal and, if the proposal is awarded, perform as the Payload Integration Contractor. Interested parties are to provide information on experience with interfacing with the ISS program for flight of external payloads on ISS, with integration of science instruments into flight payloads, with design, fabrication, and test of flight hardware, with leading or participating in multi-organizational teams (including academic institutions), and with meeting cost and schedule milestones on previous flight projects. Limit responses to no more than 10 pages (cover page not included in page count). Instructions for Responding to this RFI: All responses to this RFI must be in the form of a PDF document submitted in electronic form via email to Jennifer McCaghren at jennifer.b.mccaghren@nasa.gov. The body of the email message should identify and provide the name, institutional or organizational affiliation, address, telephone number and email address of the primary point-of-contact for the response. Other key institutions, companies and individuals collaborating on the RFI response should also be identified. Responses must be received by the due date specified above, shall use 12-pt font or larger, and should not exceed ten (10) pages in length (cover page not included in page count). Only material suitable for full and open distribution shall be submitted and submittals shall be considered approved by the providing organization to be suitable for full and open distribution. Responders shall not submit proprietary information, export controlled information (including EAR and ITAR restricted information), nor confidential information in response to this RFI. No solicitation exists; therefore, do not request a copy of this solicitation. If a soliciation is released, it will be synopsized in FedBizOpps.gov. It is the offeror's responsibility to monitor the Internet cite for the release of the solicitation and amendments (if any).
