Description
TERMS & CONDITIONS SF18 (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMAC300-16-00816DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 332312. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN 0001 Mobile Tower as specified in the statement of need CLIN 0002 Delivery and shipping costs (VI) Description of requirements is as follows: NOAA/ARLFRD needs a mobile trailer with tower system for the purpose of enabling vertical sampling of tracer concentrations in the atmosphere. The trailer must be able to be moved easily, the tower erected rapidly, and the tower must be designed for routine, unguyed deployment in light to moderate wind conditions. It is also necessary that the trailer/tower system can be repurposed for making meteorological measurements and deployed in more permanent configurations. TECHNICAL SPECIFICATIONS: 1) Minimum tower height of 90 feet at full extension 2) Maximum transport weight of 6000 lbs for trailer/tower combination 3) Tower erection time not to exceed 30 minutes for 2-man crew (assuming no guying) 4) Both tilt and tower extension electric winches utilize AC power 5) Availability of manual bypass for tilt and tower extension 6) Guy and anchor kits 7) Spare tire 8) 1-year warranty for guyed and unguyed operations in accordance with original manufacture specifications 9) Guyed, warrantied operation limits for wind speed (70 mph minimum), payload (100 lbs minimum), and sail area (15 sq ft minimum) 10) Unguyed, warrantied operation limits for wind speed (30 mph minimum), payload (100 lbs minimum), and sail area (12 sq ft minimum) 11) Delivery by July 1, 2016 Cost for shipping/delivery to Idaho Falls, Idaho must be included. (VII) Delivery shall be FOB Origin to: NOAA FIELD RESEARCH DIVISION, 1750 FOOTE DR. R/ARL3, IDAHO FALLS, ID 83402. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2015), applies to this acquisition. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Enter specific Instructions below 1. Quotes shall be fully executed and returned on the Standard Form (SF) 18. 2. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are acceptable and can be sent to doris.p.turner@noaa.gov. 3. At a minimum the contractor shall provide the following information: a) Point of contact name, telephone and E-mail address. b) DUNS Number (IX) Offers will be evaluated solely on price. The Government intends to award a firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (X) FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (NOV 2015) SEE ATTACHED. The offeror shall complete the annual representations and certifications electronically in System for Award Management at https://www.sam.gov/portal/public/SAM/. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2015), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr 2016) applies to this acquisition. SEE ATTACHED (XIII) The following clauses are also applicable to this acquisition: SEE ATTACHED DEPARTMENT OF COMMERCE CLAUSES: SEE ATTACHED 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to doris.p.turner@noaa.gov. Questions should be received no later than 5:00 P.M. MST, 05/09/2016. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 3:00 P.M.
