- THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN REPSONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO OBTAIN QUALIFICATION STATEMENTS FROM INTERESTED BUSINESSES THAT CAN PROVIDE THE SUPPLY ITEM DESCRIBED IN THIS ANNOUNCEMENT. The Naval Facilities Engineering Command, Expeditionary and Engineering Warfare Command, NAVFAC EXWC, is seeking qualified businesses and other sources with current, relevant experience and the capacity/capability to provide Electronic Construction and Facility Support Contract Management software, including maintenance and licenses. Firms shall have the necessary experience to be able to provide the product as mentioned above to facilitate the review and approval of post-award construction documents to minimize the time and cost impacts to construction projects and to increase the consistency, accuracy, productivity and efficiency of construction services. NAVFAC HQ, Washington District of Columbia (DC) has designated as the Program Manager for executing the procurement of Electronic Construction Management System (eCMS) software, maintenance, and licenses. This requirement will be full and open competition under the North American Industrial Classification System (NAICS) code is 511210, Software Publishers which has a small business size standard of $38,500,000. A firm fixed-price (FFP) single award type contract with one base year and four (4) one-year option periods is anticipated. INFORMATION AND INSTRUCTIONS: All businesses capable of providing this software, maintenance, and license are invited to respond. Any information provided to the government as a result of this sources sought is voluntary and the Government will not pay for any information submitted. Respondents are requested to submit a capability statement electronically, as described below. a. Requested information listed below must be received no later than 1600 hours Pacific Standard Time (PST) on 17 May 2016. b. Information package responses shall be sent directly via email to Carolyn.contreras@navy.mil and Patrick.pascua@navy.mil. c. The capability statement shall not exceed five pages. The DRAFT SOW is included as an attachment to this RFI. d. Identify whether you are a current GSA schedule contract holder and terms. e. Statement Package: Respondents must include the following information. 1. Company Name 2. Address 3. Point of Contact (POC) with e-mail address and telephone number 4. Federal CAGE Code 5. Data Universal Numbering System (DUNS) 6. Category socio economic size GOVERNMENT RESPONSIBILITY: This Sources Sought is not a solicitation, and should not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach. Any information submitted by respondents to this sources sought is strictly voluntary and any offer submitted by such a firm will be evaluated without prejudice. No evaluation letters will be issued.
