- The Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has Government transportation vehicles requiring car-sharing hardware and software that meets DoD cybersecurity standards and DoD information assurance standards. A list of the government-owned transportation vehicles to be considered is attached. The Navy has an interest in deployment of car-sharing systems at approximately five to 10 locations. Systems will be setup for public works vehicle motor pools. Car-sharing will support facilities and fleet management personnel with efficient use of vehicles. Features of interest include vehicle reservations and enforcement, secure key management, utilization reporting documentation, and billing support. Goals of the system include fleet right-sizing, optimized billing practices, and efficient vehicle allocation. The system discussed in this document is intended to promote the efficient management of fleets at satellite pool locations, and without any existing provision for dispatching and reporting. The purpose of this request for information is to determine the availability of car-sharing systems, and ability to comply with the following cybersecurity requirements: Ability to meet Department of Defense (DoD) Risk Management Framework (RMF) accreditation utilizing the DoD Instruction 8510.01 RMF for DoD Information Technology (IT); National Institute of Standards and Technology (NIST) 800-53r4, Security and Privacy Controls for Federal Information Systems and Organizations; DoD Application Development Checklist Security Technical Implementation Guide (STIG); and any other DoD STIGs that apply to the particular Web, Application, and Database tiers required by the vendor. The software should be compliant with the DoD Information Assurance Vulnerability Management (IAVM) program. All interested parties are invited to submit responses describing their ability to meet the above cybersecurity requirements and describing capabilities of available car-sharing systems that are among their company product lines. Interested parties should also describe their experience, qualifications, past performance, company information, business size and status as it relates to the NAICS code provided, and any other relevant information. The due date for all submissions is 1700 EST on 24 May 2016. Respondents should email their submissions to Carolyn Contreras (Carolyn.contreras@navy.mil) and Patrick Pascua (Patrick.pascua@navy.mil). Submissions should be five megabytes or less and in a format compatible with Microsoft Office. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. NAVFAC EXWC is conducting market research to determine the range of available contractors and assess their capabilities to perform the work requirements described. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested partys expense. The Government will treat all information received in response to this notice as proprietary and such information will be safeguarded in accordance with applicable Government regulations. Responses to this sources sought request for information will not be returned. An award will not be made on any information or offers received in response to this notice. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor that site for additional information pertaining to this requirement.
