Description
Solicitation No. R16PS00440: Pleasant Grove Maintenance Building PROJECT DESCRIPTION AND PURPOSE: The Provo Area Office of the Bureau of Reclamation, Upper Colorado Region needs to construct up to 9,625 Square Foot multipurpose building and associated site development at its Pleasant Grove, Utah location at 315 West 1100 North, Pleasant Grove, Utah. This building replaces and consolidates several existing buildings presently on the 6 acre site. The new multipurpose building will serve as a general office and maintenance shop for heavy equipment and drilling operations. A water laboratory is also included in the building. The exact location of the new building shall be determined by Contractor and the Government during the design process. The following summarizes the Design-Build Requirements for the new multipurpose building: •Design the building and site features •Demonstrate applicability of proposed features to codes and Federal High Performance Sustainable Building requirements •Construct the building and associated site features on the 6 acre site. COMPETITION: Solicitation R16PS00440 is anticipated to be a small business set-aside and will result in a firm fixed price design build contract. The requirement shall be procured in accordance with Subparts 15, 36, and 36.3 of the Federal Acquisition Regulations. The Bureau of Reclamation will follow a two-step design-build process. The 3 highest technically ranked firms will move on from Phase One to Phase Two. Phase One - Request for Qualifications Phase Two - Request for Proposals The Government reserves the right to award with or without discussions. The complete specifications will be defined in the solicitation documents. NAICS AND SIZE STANDARD: The NAICS code for this procurement is 236220 with a small business size standard of $36.5 Million. The magnitude is $1,100,000.00. SOLICITATION RELEASE DATE: The anticipated release date for Solicitation No. R16PS00440 is May 9, 2016. The anticipated Phase One due date is June 1, 2016 at 14:00 hours local time (MST). The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov and FedConnect, www.fedconnect.net. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO and FedConnect websites for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
