1.Agency: Department of Veterans Affairs, Orlando VA Medical Center, 13800 Veterans Way, Orlando, FL 32827. 2.Project Number: 675-CSI-150 3.Project Title: Construct New Mental Health Annex-Viera 4.Place of Performance: Viera Outpatient Clinic, 2900 Veterans Way, Viera FL 32940 5.Description of the proposed work: This is a construction project that encompasses two phases. a)Phase I of the project requires the successful offeror to provide all labor, materials, tools and equipment necessary to construct a new 5,000SF Mental Health Annex at the Viera Outpatient Clinic, Viera Florida. The new 5,000SF Mental Health Annex will be constructed on the north side of the existing facility. The structure is designed to support a future second story. Phase I also requires the contractor to complete relocation of exterior chilled water lines, and control wiring. Site work will also include relocation of existing electrical, water and wastewater utilities as specified in the construction drawings provided by the Government. All work for the new addition shall be completed in advance of Phase II. Plans and specifications will be available via the Government-wide point of entry, Federal Business Opportunities (WWW.fbo.gov). b)Phase II requires the contractor to renovate approximately 7,500SF of the Viera Outpatient Clinic's E-Wing. The E-Wing renovation requires the contractor to renovate existing Mental Health space, reconfigure the floor plan and update finishes. In addition, the Contractor will be responsible for all infection control measures related to the project. 6.Award Restriction: This requirement is 100% Set-Aside for verified Service Disabled Owned Veteran Owned Small Business (SDVOSB) concerns. At both the time of proposal submission and contract award, the SDVOSB state of the Offeror's SDVOSB business status must be visible as a "Verified SDVOSB" on Office of Small and Disadvantaged Business Utilization's (OSDBU) Vendor Information Pages (VIP) web site (https://www.vip.vetbiz.gov). This site is used by the Center for Verification and Evaluation (CVE) to verify Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Proposals received that are non-verified SDVOSB firms shall be rejected and or excluded from award consideration. The Offeror or entity shall also be visible in Systems for Awards Management for the agency to viewing capabilities of CCR/FedReg, ORCA, and EPLS. 7.Primary North American Industry Classification System (NAICS) Code: 236220, Commercial and Institutional Building Constructions. 8.Business Size Standard: $36.5Million. 9.Magnitude of the Construction Project: Between $2,000,000 and $5,000,000. 10.Location of the work to be performed: Viera Outpatient Clinic, 2900 Veterans Way, Viera FL, 232940. 11.Tentative dated for issuing a Request for Proposal is on or about: May 27, 2016. 12.The Period of performance established for completing contract performance is 267 calendar days from issuance of the Notice to Proceed. 13.A pre-proposal site visit will be conducted at the place of performance. Specific details related to the site visit will be provided in the solicitation. IAW FAR Subpart 5.204, plans and specifications will be made available to offerors through the Government-Wide point of entry without charge. 14.IAW FAR Subpart 32.706-1- Clause for Contracting in Advance of Funds: This contract will be chargeable to funds of the new fiscal year and the contract action will be initiated before the funds are available. 15.IAW 52.232-18 -Availability of Funds (Apr 1984): Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 16.It is the Offeror's responsibility to check Federal Business Opportunities (www.fbo.gov) for any modifications to this announcement. 17.Point of contact is: Mr. Wayne L.
