- This is a PRESOLICITATION NOTICE for non-commercial services prepared in accordance with FAR Part 15 Contracting by Negotiation procedures. NAVSUP Fleet Logistics Center San Diego, 3985 Cummings Road, San Diego, CA 92136 intends to issue solicitation N00244-16-R-0017 for professional and technical support located in Monterey, California in support of Naval Postgraduate School. The NAICS code is 611710 Educational Support Services, and the Small Business Standard is $15 Million. The solicitation will be unrestricted and be competed as full and open. Requirement description as follows: Scope of the contract includes: Providing professional and technical support for the Center for Civil-Military Relations (CCMR). Professional and technical support includes conducting course and educational event development, delivering education and training programs, supporting students, implementing and supporting exercises, case studies, and workshops, and providing multi-media support. This requirement supports six separate areas under CCMR with similar strategic goals. This requirement includes course development and delivery for CCMR education and programs for: (1) International Mobile Education Teams and Civil-Military Relations courses, (2) International Defense Acquisition Resource Management, (3) Combating Terrorism, (4) Collaborative and Adaptive Security Initiative/Prevention, Relief and Recovery, (5) Leader Development and Education for Sustained Peace, (6) Regional Security Education Program. Resulting contract will have a base year and four option years with base year POP of 1 August 2016 31 July 2017. It is anticipated that a single cost plus fixed fee (CPFF) IDIQ contract allowing for the placement of CPFF and firm fixed price (FFP) task orders will be awarded to a single, responsible offeror who is determined most advantageous considering technical merit, past performance, and cost. It is anticipated that the solicitation will be posted via NECO/FBO on 18 MAY 2016 with closed date of 17 JUN 2016. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Contractors must be registered in the System for Award Management [SAM] database in order to be considered for award.
