Description
The Health Readiness Contracting Office (Provisional) (HRCO (P)) - Joint Base San Antonio, Fort Sam Houston, Texas, intends to award a sole source, firm-fixed price (FFP) contract to PSYTEC, Inc., located in DeKalb, IL, DUNS: 557059052, Cage Code: 0A7K6. The requirement is for an unlimited use licensing of the Brief Child Abuse Potential Inventory Questionnaire (B-CAPI Questionnaire) for a five (5) year period. The B-CAPI Questionnaire is recognized as the premier assessment instrument in the study/research of violence against children. No other assessment instrument within the market has the ability to consistently produce data with the validity and reliability of this questionnaire. Also, it is the only known instrument that contains a lie scale and a random response scale that helps identify respondents that are trying to provide "desirable" responses. The statutory authority permitting acquisition of the requirement by other than full and open competition is 41 USC 1901 as implemented by FAR 13.501(a)(1)(ii), simplified procedures for certain commercial items. PSYTEC, Inc. has the established copyright agreement with Dr. Joel Milner, who owns the current publishing copyright to the B-CAPI Questionnaire pursuant to the Copyright Act of 1976. He is willing to allow for the electronic programing, completion, scoring, and storage of the B-CAPI results though a proprietary licensing agreement in which he solely distributes through PSYTEC Inc., in the required format. Additionally, PSYTEC Inc. is also the only source capable of immediately providing the program evaluation protocol initiated during the 2009 Treatment Manager Conference in San Antonio, Texas. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 323117 (size standard 1,250 employees). Points of contact (POCs) are Mr. Michael S.
