- USCP Vehicle Delivery Procedure Reference Guide USCP Request for Check of Criminal History PandemicFlu SF33 RFQEE160014 General 1.1. Short Description. Provide and install two (2) Satellite Dishes for the Congressional Cable Television System (CCTS) 1.2. Background. (All dates are approximate) 1976 - The first proposed 13 channel system was requested by both Senate Rules and House Administration. It started with a single rack in the attic of the Russell Senate Office building. 1981 - New design for the system was implemented with a joint cable system located in the Russell Senate Office Building subway platform to the Capitol completed in 1983. 1987 - Migration of a new Senate headend was built to support a complete switcher to control all aspects to both systems with the current system at 59 Analog channels for Senate and 54 Analog channels for House CATV systems. 2002 - CCTS once again increased with the first deployment of Digital transmission available on the system with the Digital broadcast of House and Senate floors on the CCTS system. 2008 - CCTS was upgraded to 59 Analog channels for both House and Senate and joint Digital deployment from channel 62.1 to 81.3 with 42 additional Digital channels available. 2010 - CCTS headend was upgraded with a premium digital router, with a complete operational system with state of the art electronic equipment from base band to 3Ghz Video feeds, with Analog, SD, HD and 3G processing requiring systematic design, maintenance to receive optimal performance for Congress. 2015 - CCTS was improved to deploy 59 Analog channels and 62.1 to 110.1 full digital clear QAM HD and SD channel lineup separating the House. With a full digital 3.1 to 87.3 clear QAM HD and SD channel lineup for the Senate. 1.3.1. TASK 1 - Install Satellite Dish Number One. Provide, assemble and install one (1) fixed/stationary satellite dish on the new concrete pad at the Capitol Power Plant (CPP). Setup must be performed using industry approved methods to comply with national and federal regulations. Satellite Dish Salient Characteristics: The Contractor has the flexibility of determining the most appropriate size dish to provide the following: Fixed, Full integrated Custom DSAT C Band Multi-beam feed, 3 C Band LNB, Full Electric De-ice, KU band option, and AZ and EL jackscrews for safe adjustment. Dish Number One shall be adjusted, calibrated and commissioned to ensure reception of 121°, 125°, and 127°. The dish shall be grounded and boded per NEC Code compliance [810.20, 810.15, 810.20(C), 820.21, 810.21(F). The grounding conductor for the antenna mast and antenna discharge unit must terminate to the intersystem boding terminal (Art. 100 and 250.94]. Ground Electrode Conductor (GEC) to comply with [250.70]. 1.3.1.1. Physical connections (IFL cabling) to each satellite dish to be installed, terminated, tested, and connected to each dish and the Earth Station utilizing existing duct bank. The contractor shall include an extra pull string (mule tape) after IFL cables are installed for future use. 1.3.2. TASK 2 - Remove First Obsolete Dish. When task 1 is complete, the contractor will remove and dispose of the current satellite dish having the same settings as provided in Section 1.3.1. This includes all brackets cabling, and accessories down to bare concrete. The contractor is responsible for removing all trash and debris from the site ensuring disposed recycled according to federal regulations. 1.3.3. TASK 3 - Install Satellite Dish Number Two. When task 2 is complete, provide, assemble and install one (1) fixed/stationary satellite dish on the existing concrete pad where task 2 was completed. Setup must be performed using industry approved methods to comply with national and federal regulations. Satellite Dish Salient Characteristics: The Contractor has the flexibility of determining the most appropriate size dish to provide the following: Fixed, Full integrated Custom DSAT C Band Multi-beam feed, 3 C Band LNB, Full Electric De-ice, KU band option, and AZ and EL jackscrews for safe adjustment. Dish Number Two shall be adjusted, calibrated and commissioned to ensure reception of 131°, 133°, and 135°. The dish shall be grounded and boded per NEC Code compliance [810.20, 810.15, 810.20(C), 820.21, 810.21(F). The grounding conductor for the antenna mast and antenna discharge unit must terminate to the intersystem boding terminal (Art. 100 and 250.94]. Ground Electrode Conductor (GEC) to comply with [250.70]. Physical connections (IFL cabling) to each satellite dish to be installed, terminated, tested, and connected to each Satellite dish and Earth Station utilizing existing duct bank. The contractor shall include an extra pull string (mule tape) after IFL cables are installed for future use. 1.3.3.1. The existing duct-bank for Dish Number Two is currently routed to an old trailer needs to be replaced. The Contractor will establish a new cable route and duct bank to the earth station building. The earth station is approximately fifty feet from the Dish Number Two concrete pad. The new cable route shall be installed in compliance with NEC article 300.5. The Contractor shall remove extra back-fill from the site and replace missing grass areas with sod to cover the disturbed area. The contractor shall include an extra pull string (mule tape) after IFL cables are installed for future use. 1.3.3.2. Penetration into the Earth Station. The Contractor shall pass the cabling through the earth station wall in manner that preserves the weatherproof integrity of the building. The opening should be sleeved and sealed to prevent the intrusion of outside elements. 1.3.4. TASK 4 - Remove Second Obsolete Dish. When task 3 is complete, the contractor will remove and dispose of the current satellite dish having the same settings as provided in Section 1.3.3. This includes all brackets cabling, and accessories down to bare concrete. The contractor is responsible for removing all trash and debris from the site ensuring disposed recycled according to federal regulations.
