Description
The U.S. Army Corps of Engineers - Norfolk District is issuing a pre-solicitation notice for Multi-Discipline Architect-Engineering Indefinite Delivery Contracts in support of the Norfolk District and Department of Defense, Norfolk District. BACKGROUND. Multidiscipline Design and/or other Professional Services are being procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36, as required for design support primarily for projects within or assigned to the Norfolk District's Area of Responsibility, U.S. Army Corps of Engineers (USACE) or within the North Atlantic Division. Contract capacity may be shared with other USACE Districts upon approval by the Contracting Officer and acceptance by the Contractor. a. The Scope of this solicitation will encompass architecture and engineering services for a broad variety of minor to major repair, modification, rehabilitation, alternatives and new construction projects primarily in support of the Department of Defense and associated Agencies. These services will include (but are not limited to) such areas as facility maintenance, repair, remodeling, renovation, or demolition; infrastructure; interior fit-up; new construction; physical security and force protection; fire protection; and communications for military and other non-military government agencies. The services include, but are not limited to, planning, engineering, design, site investigation, programmatic research and analysis, cost estimating, value engineering, construction support, comprehensive planning, conceptual designs, plans and specifications, surveying, technical reviews, commissioning, studies, reports and other similar services necessary to fully execute the Norfolk District's Military, Civil Works, and IIES programs, as well as to support the North Atlantic Division. As such, the geographic boundaries are defined by the Norfolk District's mission requirements, which includes supporting the North Atlantic Division. b. The Government will award up to four (4) Indefinite Delivery Indefinite Quantity contracts, in which the total aggregate capacity for all IDIQs awarded under this procurement will be $40 million. The actual number of contracts awarded will determine the maximum total capacity of each IDIQ contract with each being awarded an equal amount of initial contract capacity. Each contract will not exceed a term of four (4) years. Task orders will be issued in accordance with FAR 16.505(a)(9) and FAR subpart 36.6. Task orders issued shall be firm-fixed price. Funding shall be cited on individual task orders. Only firms considered highly qualified will be awarded a contract. Prior to award, the Government will negotiate the rate of an escalator which will adjust for inflation the IDC rates every twelve (12) months during the life of the contract. Work under this contract will be subject to satisfactory negotiation of individual task orders. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. SIZE STANDARD. The North American Industrial Classification Code (NAICS) for this procurement is 541330. This announcement is open to all businesses regardless of size. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan for that part of work it intends to subcontract. CONTRACT INFORMATION. The nature of the work ranges from minor to extensive planning, design, study, technical review, consulting, estimating, reports, commissioning, surveys, field investigations, CADD/ BIM, and construction management services in support of construction / modification / alteration / maintenance / repair / rehabilitation / commissioning of existing facilities and/or construction of new facilities. The work included may vary from routine general design or consulting work to design and construction management of complex special security, force protection, shielding, test, laboratory, structural, fire protection, communications, mechanical, electrical, or other similar type systems projects. All task orders will define the work in as much detail as possible and shall indicate whether classified or unclassified workers must be used for each task order. This work definition will vary from minimal narrative descriptions to detailed concept information, depending on government requirements and the information available. The projects will require a variety of professional management, architectural, engineering, and other technical consultant skills. When task orders are issued, the contractor shall become the "Engineer of Record" and shall be required to have a professional engineer or licensed Architect. A. DRAWINGS: All drawings produced for this contract shall be in compliance with the Architectural, Engineering, and Construction (A/E/C) CADD standards as issued by the CADD/BIM Technology Center https://cadbim.usace.army.mil. The Government will only accept the final products, without conversion or reformatting, in the Autodesk suite of software (AutoCAD or Revit). Drawings produced by scanning drawings of record or containing photographic images shall be delivered in a faster format compatible with AutoCAD electronic digital format. GIS information shall adhere to the Tri-Service Spatial Data Standards. B. SPECIFICATIONS: The basic contract specifications will be the Unified Facilities Guide Specifications. Other specifications and criteria (including industry standards) may be required by the government based on the location of the project and ownership of the facility. Substitutions may be considered on a case by case basis, but only if approved by the Government. C. ESTIMATING REQUIREMENTS: Cost estimates shall be prepared using MII software in work breakdown structure (WBS), narrative documentation utilizing Microsoft Office Word. D. DESIGN GUIDANCE: All services shall be performed in accordance with Norfolk District Design Guide, as well as, all applicable codes and criteria required for Government work or specified in individual Task Orders. Facilities shall be fully accessible to meet the requirements of Americans with Disabilities Act Accessibility Guidelines ADAAG and all applicable laws, codes and regulations pertinent to accessibility. All work shall be performed in accordance with Federal Acquisition Regulation (FAR) (https://www.acquisition.gov/FAR/). Designs will be prepared using US Standard English units of measure. ProjNet (DrChecks) (https://www.projnet.org) will be used for comment resolution of all design review submittals. E. DESIGN SERVICES: shall include but not be limited to: (1)Permits: The A-E shall identify all necessary permits, licenses, and approvals needed from all local, State, and Federal authorities required during the design. Permits, which are the responsibility of the A-E, shall be obtained during the design stage, (e.g. permits associated with storm water management, erosion and sediment control, and the National Pollutant Elimination Discharge Permit). Those permits, which are the responsibility of the construction contractor, should be identified in Section 1, Job Conditions, of the contract specifications. Should it become necessary in the performance of the work and services for the A-E to secure the right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the Government shall secure the consent of the owner, his representative, or agent, prior to the A-E's effecting entry on such property. The A-E shall coordinate all rights-of-entry through the project manager. (2)A-E services: The A-E under each task order shall perform all work required accomplishing the intent of such task order, and unless otherwise specifically provided therein, shall perform the required services, which may include, but not limited to, the following: a. Studies: Consisting of investigations, survey of existing conditions, identification of hazardous material requiring removal and/or abatement, drawings, and sketches and cost estimates. b. Reports: Consisting of discussions of the study and investigations, description of all plans and schemes considered for obtaining the desired end result of the study. All drawings and sketches are required to present and illustrate the details and results of the study. Required estimates of construction costs, including comparative costs for indicated alternate plans and schemes and results conclusions, and any recommendations must be included. c. Preparation of project programming documents such as DD Forms 1391 and 1354 and accompanying documents. d. Concept designs and site plans. e. Basis-of-Design. f. Outline Specifications. g. Concept Cost Estimates. h. Preliminary designs. i. Preliminary design analysis. j. Preliminary Cost Estimates. k. Final Design. l. Final Design Analysis. m. Contract Drawings. n. Contract Specifications. o. Quantity Surveys and Cost Estimates. p. Engineering Advice during Construction Period. q. Record Drawings. r. Final Cost Estimates. s. Survey and Inspect structures, utilities, mechanical and electrical systems, pavements, and impoundment structures, and develop reports detailing recommended maintenance or repairs; and perform detailed land surveys, geotechnical investigations and topographic surveys as required in support of assigned work. t. Site investigations, planning, master planning, programming, surveys, geotechnical investigations, permitting, charrettes, preparation of reports, studies, design criteria, design build requests for proposal, designs, and other general A-E services for multi-disciplined new construction projects, alterations, renovations, maintenance and repair, tenant fit-up and operations for military and other non-military government agencies. F. CONSTRUCTION PHASE SUPPORT SERVICES shall include but not be limited to: (1) The A-E shall review shop drawings as required and within a specified number of calendar days after receipt. This requires checking and approving all shop drawings in connection with the construction work, to assure that they conform with the drawings and specifications, manually approving those drawings, which are satisfactory, and furnishing exceptions in writing as to those drawings, which are disapproved. The A-E shall analyze and verify the adequacy of any detail not completely shown on the contract drawings. All shop drawings shall be checked and returned within (to be negotiated with each task order) calendar days after day of receipt. Only qualified personnel who are thoroughly familiar with all phases of the project shall perform shop drawings reviewed. (2)An approved representative of the A-E shall make site visits during the construction period. When a site visit is required in writing by the Contracting Officer or his duly authorized representative, such visit will be made. Directly after each site visit is made, a site visit report shall be made in writing describing the results of the visit, and shall be forwarded to the Contracting Officer. Such visits shall not exceed the number specified in each task order. A separate site visit will be authorized: a. For each representative of the A-E required at the site. b. For each day on which such representative of the A-E is required to be present at the site. (3)Review proposed design changes, modifications, and value-engineering proposals submitted during the construction phase of the project for compliance with appropriate engineering and construction standards and adequacy of design. (4)Review construction cost estimates for any project. (5)Provide bid ability, operability, maintainability, environmental, and constructability reviews of any project. (6)Provide complete on site Construction Management Services for any project to include quality assurance, construction inspection, and testing, and daily progress documentation. (7)Provide change order / modification analysis as required for any project. (8)Provide specialized environmental science and other technical consulting services, as required. (9)Provide civil, structural, electrical, security, communications, and mechanical (including elevator) testing and inspection. (10)Provide cost estimates for use as Independent Government Cost Estimates for any project. (11)Construction phase and other services including, but not limited to preparation of operation and maintenance manuals, technical assistance, on-site representation and commissioning/start-up/fit-up design work. G. Contractor Manpower Reporting. Contractor Manpower Reporting (CMR) will be required for Army funded actions. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address https://cmra.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractor); (6) Estimated direct labor dollars paid this reporting period (including sub-contractor); (7) Total payments (including subcontractor); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (10) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest City, Country, when in an overseas location, using standardized nomenclature provided on website); (11) Presence of deployment or contingency contract language, and Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. SELECTION CRITERIA: The selection criteria are listed below. Criteria A thru F are primary. Criterion G and H are secondary and will only be used as tiebreakers among technically equal firms. Recent means A-E tasks or projects completed within the last five years; older projects will not be considered. The Contractor must submit a minimum of 10 projects for consideration. a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: For criteria listed below, recent experience of subcontractors may be submitted to demonstrate applicable experience and competence provided that the nature and extent of all contractor team arrangements are identified and disclosed. Contractors should describe the nature and extent of prior teaming experience with the proposed subcontractors. (1) Demonstrate recent experience by the prime firm and its subcontractors with regard to design for horizontal and/or vertical construction on Federal installations. (2) Demonstrate recent experience by the prime firm and its subcontractors with regard to the preparation of design/bid/build and design/build RFP's. (3) Demonstrate the ability by the prime firm and its subcontractors to prepare construction cost estimates using Government furnished programs such as MII. Identify specific projects on which MII has been utilized. (4) Demonstrate the ability by the prime firm and its subcontractors to prepare specifications using Government furnished programs such as Specsintact. (5) Demonstrate the ability by the prime firm and its subcontractors to prepare construction drawings using AutoCAD and BIM. Firms shall identify what software versions they are currently utilizing. b. PROFESSIONAL QUALIFICATIONS: Indefinite delivery contracts will require each Contractor provide the following qualified personnel (either in-house or through a sub consultant) at a minimum. Required personnel cannot fulfill more than one (1) role on the contract delivery team (i.e., a separate employee must be provided for each stated requirement above to meet the number required). Submitting firms must demonstrate the education, training, registration, overall and relevant experience, and longevity with the firm of key management and technical personnel. Resumes must be provided for each of the personnel, including subcontractors personnel if applicable, listed below. Repeat the resume page as required in order to provide information on all personnel referenced. Resumes are NOT required for the survey crew. Firms must also provide an organizational chart showing the inter-relationship of various team members including subcontractors. Professional qualifications of proposed subcontractors or its personnel may be submitted to demonstrate applicable qualifications provided that the nature and extent of all contractor team arrangements and all applicable written personnel commitments are identified and disclosed. (1) Two (2) Registered Architects. (2) One (1) Certified Landscape Architect. (3) One (1) Certified Interior Designer, Qualified means have a minimum of four years' experience dedicated to interior design, and the following: (a) a degree in Interior Design or Interior Architecture from an accredited university, (b) have passed the National Certification of Interior Design Qualification (NCIDQ) and (c) be Certified Interior Design (CID). (4) One (1) Architectural Hardware Specialist (DHI Certified). (5) Two (2) Registered Electrical Engineers. (6) Two (2) Registered Mechanical Engineers. (7) Two (2) Registered Civil Engineers. (8) Two (2) Registered Geo-Tech Engineers specializing in geo-technical analysis and reporting. (9) One (1) certified soil boring and testing firm. (10) Two (2) Registered Structural Engineers. (11) One (1) Registered Communication Engineer, Qualified means Registered Communications Distribution Designer (RCDD) accredited by Building Industry Consulting Service International (BICSI) and have a current active RCDD registration. (12) One (1) Registered Fire Protection Engineer, Qualified means a registered professional engineer of any discipline, has a minimum of five years experience dedicated to fire protection engineering, and ONE of the following: (a) a degree in Fire Protection Engineering from an accredited university OR (b) have passed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection engineering examination. (13) One (1) Registered Environmental Engineer with HTRW experience. (14) One (1) Certified Environmental Testing Lab. (15) One (1) Registered Surveyor as well as survey crew personnel. (16) One (1) Certified Value Specialist (CVS). (17) One (1) LEED Accredited Professional (AP) - LEED Coordinator may not be the same as any other team member and shall be specifically called out as the LEED Coordinator. (18) One (1) Qualified Cost Estimator. Qualified means a degree in Engineering or Architecture with at least 10 years Cost Estimating experience. Design Team members responsible for construction cost estimating must demonstrate prior experience in use of MII software. c. CAPACITY: Ability to perform work to schedules - Firms will be evaluated on their ability to complete multiple taskings/projects simultaneously. Firms shall: (a) show current and projected workload within the firm; (b) address a plan for how they propose to accomplish up to five (5) additional taskings/projects per year in addition to current and projected workload conditions. d. PAST PERFORMANCE: Firms will be evaluated in terms of work quality, compliance to schedules, and cost controls with emphasis on projects submitted under factor (a) as determined from PPIRS and other sources. Submit letters of commendation, awards, previous project evaluations, etc. to show past performance. Firms must provide a chart, which demonstrates construction cost estimated vs. actual award costs. Firms must also provide a chart that demonstrates actual design schedule performance vs. established design milestones. If experience or qualifications of subcontractors are submitted pursuant to Criterion A, the past performance of all proposed subcontractors will be evaluated. e. QUALITY CONTROL PROGRAM: Firms will be evaluated on the acceptability of their internal quality control program used to ensure technical accuracy and discipline coordination of plans and specifications prepared by the firm or by its subcontractors on a behalf of the firm. Describe and define the firm's program/processes for quality control and list, by name and position, all key personnel responsible. f. KNOWLEDGE OF LOCALITY: Firms must demonstrate familiarity and knowledge of codes, laws, permits and construction materials and methods within the contract area. As indicated above, the contract area is primarily focused within the Norfolk District, U.S. Army Corps of Engineers and the North Atlantic Division. Information presented shall demonstrate general understanding with specific experience as applicable. g. VOLUME OF WORK: Firms will be evaluated in terms of work previously awarded to the firm by DoD within the past 12 months. The objective is to provide an equitable distribution of DoD A&E contracts among qualified A&E firms, including small and small disadvantaged business firms and firms that have not had prior DoD contracts. List any DoD contracts awarded to the firm within the last 12 months. h. SMALL BUSINESS: Small Disadvantaged Business and Women-Owned Small Business Participation: Degree of participation of all types' small business as prime contractor, subcontractor, or joint venture partner. ALL OFFERORS (except small businesses) who plan to subcontract portions of the work are required to provide a narrative discussion of their plan for utilization of small and small disadvantaged businesses. As a minimum, the narrative shall discuss: i. Goals for subcontracting with small and small disadvantaged businesses in sufficient detail to allow government evaluators to determine that these goals are realistic, justifiable, positive, and maximize opportunities for these types of businesses. ii. The extent to which small disadvantaged businesses and, where appropriate, historically black colleges and universities/ minority institutions (HBCU/ MI) have been identified for participation as part of the offeror's team. iii. The offeror's past and present commitment to providing subcontracting opportunities and encouragement to small and small disadvantaged businesses. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one hard copy of SF 330 Part I and one (1) copy for the Prime and all consultants in an electronic format searchable in PDF or MS Word without translation; and one hard copy of SF 330 Part II for the prime firm and all consultants, and one (1) electronic copy searchable in PDF or MS Word of the entire submittal to the address below at the time and date below. ELECTRONIC DOCUMENTS shall be submitted via Readable CD. The SF 330 Part I shall not exceed 70 pages (8.5" x 11"). Each side of a sheet of paper is a page. Use no smaller than 12-font type. Include the firm's DUNS number in SF 330, Part I, Section H. Facsimile transmissions will not be accepted. a. Additional size limitations: Limit resume of each individual to no more than one page. b. With respect to all submission limitations, including but not limited to maximum number of projects, total page limits, and resume page limits, the Government will not consider matters submitted beyond those limits and contractors shall receive no consideration for those matters. Any written submission using a font type smaller than the specified 12-font type will not be eligible for consideration. c. Submit SF 330 Parts I and II to: US Army Corps of Engineers, Norfolk District; ATTN: Contracting Office; 803 Front Street; Norfolk, VA 23510-1096; not later than 12:00 p.m. on 3 June 2016. Facsimile or email transmissions will not be accepted. THIS IS NOT A REQUEST FOR PROPOSAL. d. Board will only consider the following information: SF330, as submitted, with any required supplemental information; documented performance evaluations as submitted or available, such as from Contractor Performance Assessment Reporting System (CPARS). The Boards will not assume qualifications, which are not clearly stated in a firms' submission. The boards will review the entire submission of each firm and not excerpts or summaries. A firm will not be contacted to clarify or supplement its submission. Boards shall not consider any cost factors. NOTE: To be eligible for contract award, firms must be registered in the System Award Management (SAM) database. Register via the SAM internet site at https://www.sam.gov. All questions shall be submitted via the Bidder Inquiry Portal in ProjNet at http://www.projnet.org/projnet. The bidder inquiry for this project will close on 23 May 2016 at 2:00 p.m., therefore; all questions should be submitted no later than that day and time in order to allow time for a response. The solicitation number is W91236-16-R-0014. The Bidder Inquiry Key will be provided no later than 5 May 2016. Firms are request to review the Bidder Inquiry Portal for previous questions and responses, prior to submission of a new inquiry on the Portal. Caution: Any inquiry submitted and answered within this system, will be accessible to view by ALL interested firms. ORGANIZATIONAL CONFLICT OF INTEREST: This statement provides examples of certain organizational conflicts of interest, which are proscribed by Federal Acquisition Regulation Subpart 9.5. The purpose of this statement is to prevent the existence of conflicting roles that might bias a contractor's judgment and to prevent an unfair competitive advantage. The following subsections prescribe a non-exhaustive list of limitations on contracting as the means of avoiding, neutralizing, or mitigating organizational conflicts of interest. a. If, under this announcement, the contractor will provide systems engineering and technical direction for a system, but does not have overall contractual responsibility for its development, integration, assembly, checkout or production, the contractor shall not be awarded a subsequent contract to supply the system or any of its major components, or to act as consultant to a supplier of any system, subsystem, or major component utilized for or in connection with any item or other matter that is (directly or indirectly) the subject of the systems engineering and technical direction. The term of this prohibition shall endure for the entire period of this contract and for two (2) years thereafter. b. If, under this announcement, the contractor will prepare and furnish complete specifications covering non- developmental items, to be used in a competitive acquisition, the contractor shall not be permitted to furnish these items, either as a prime or subcontractor. The term of this prohibition shall endure for the entire period of this contract performance and for either two (2) years thereafter or the duration of the initial production contract whichever is longer. This rule shall not apply to contractors who furnish specifications or data at Government request or to situations in which contractors act as Government representatives to help Government agencies prepare, refine or coordinate specifications, provided this assistance is supervised and controlled by Government representatives. c. If, under this announcement, the contractor will prepare or assist in preparing a work statement to be used in competitively acquiring a system or services, the contractor shall not supply the system, its major components, or the service unless the contractor is the sole source, the contractor has participated in the development and design work, or more than one contractor has been involved in preparing the work statement. The term of this prohibition shall endure for two (2) years. d. If, under this announcement, the contractor will provide technical evaluation of products or advisory and assistance services, the contractor shall not provide such services if the services relate to the contractor's own or a competitor's products or services unless proper safeguards are established to ensure objectivity. e. If, under this announcement, any personnel of the prime firm or any subcontractor at any tier previously served with the procuring agency in a capacity that provided access to non-public, competitively useful information relevant to the requirements giving rise to this procurement activity, the prime contractor or subcontractor shall avoid deriving an unfair competitive advantage, or the appearance of an unfair competitive advantage, by precluding the use of such non-public, competitively useful information in the preparation of any document responsive to any request of the procuring agency pursuant to this procurement activity.
