Description
DRAFT PWS for Colorado Springs Military Health System (CSMHS) Patient Appointing System Request for Information This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, or a Solicitation The United States Air Force Academy on behalf of the Colorado Springs Military Health System (CSMHS) is soliciting comments from industry on their commercial insight, performance based solutions, best practices, and potential issues involved with Patient Appointing Services. The population served is approximately 172,500 and includes the following military installations: Air Force: 10th Medical Group (USAF Academy), 21st Medical Group (Peterson AFB) and Schriever Air Force Clinic; Army: Evans Army Community Hospital, Premier Community Based Medical Home (CBMH), DiRaimondo Soldier Care Clinic, Robinson Family Care Clinic and Mountain Post CBMH. Additional information about the CSMHS is located at the following website: http://evans.amedd.army.mil/MSMO/ Responses to this RFI are strictly voluntary and considered as information only. The government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned. The RFI will not restrict the Government's acquisition on a future solicitation. If a solicitation is issued, it will be announced on the Federal Business Opportunities Website at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. The North American Industry Classification System Code for this services is 561110-Office Administration Services (Small Business Size Standard - $7M) Please review the attached draft Performance Work Statement (PWS) before responding to the market research questions as the Government desires that respondents offer their experience and recommendations on the following questions and issues relate to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein. RFI Questions Questions about the Marketplace •1. 1. What types of positions (e.g. clerk, receptionist) are typically employed to perform patient appointing services? •2. 2. Are there applicable quality control procedures and standards and/or metrics used by the industry for patient appointment services? If so, what are they? •3. 3. Is there a standard industry approach to pricing services? Is so, please explain. •4. 4. What is an adequate transition period to recruit, hire and train personnel to assume full performance (e.g. 30, 45 days etc.) for a new contract? •5. 5. Are there industry pricing arrangements for these types of services? Specifically, are contracts for patient appointing services generally awarded for a fixed price basis paid monthly? If not, what is the commercial approach to pricing these services? •6. 6. Are there any strategic changes in the market for these services the Government should be aware of? Questions about the PWS •7. 7. What historical/workload data (e.g. Number of beneficiaries, call volume, call duration, etc.) would be helpful in preparing a proposal and pricing for this requirement? •8. 8. Does the PWS reflect the kind of work which would be appropriate for employees with the qualifications/skills identified as common in the marketplace for patient appointing services? Are there any areas which present staffing concerns •9. 9. Are the standards of the PWS reasonable and acceptable based on these commercial standards and/or your quality control practices? If not, please advise. •1 10. Does the PWS provide sufficient detail to provide a clear understanding of the requirements and expectations for performance of the services in an acceptable manner? •1 11. Are there any aspects of the PWS which appear overly restrictive? Is so, which areas are of specific concern? Questions about your company specifically •1 12. Do you consider your firm to be a market leader in providing Patient Appointing Services? Is so, please explain. •1 13. What type of Patient Appointing Services has your firm provided to clients in the past (commercial and government) and how do these services compare to the scope of the PWS? • 14. How do you address quality control for this type of work? 15. Would you please provide the following: •a. Company Name •b. Points of contact for your company (phone and e-mail) •c. Business size standard under NAICS 561110 •d. If a small business please identify if you are a Disadvantaged, Women Owned, Service Disabled Veteran Owned, HubZone and/or 8(a) firm •e. If available, Government Cage Code and DUNS number • 16. Please share any additional information about your company such as listing of clients, scope and magnitude of work in this service area, years of operation in this field and so forth. The Government welcomes capability statements to more fully understand your firm's capability in this service area. NOTE: Please indicate any information which is Proprietary/Competition Sensitive appropriately so the information will be protected from disclosure.
