U.S. Department of Veterans Affairs Seeks Expressions of Interest for 5,037 Net Usable Square Feet (NUSF) of Clinic Space in La Crosse, WI Contracting Office Address: Zebulon Fox, Contracting Officer United States Department of Veterans Affairs (VA), Office of Construction & Facilities Management (003C1E), 425 I Street, NW, Washington, DC 20001 NAICS code: 531190 Expressions of Interest Sought The Department of Veterans Affairs ("VA") is seeking expressions of interest from potential sources for lease clinic space in LaCrosse, Wisconsin. The Government's current lease is expiring, and considering whether to remain in its existing leased space or relocate to alternative space, if it would be economically advantageous for the Government, and that otherwise the Government intends to pursue a sole source acquisition. The Government will consider relocation if alternative space can satisfy the Government's requirements and costs including, but not limited to, rent, tenant improvements, physical move, above-standard/specialized alterations/equipment, furniture relocation, telecommunications, and other related costs will be considered. The costs for improvements are at the expense of the offeror. Space and Parking: VA seeks to lease 5,037 NUSF of clinical space on one story with the 22 parking spaces, including five (3) handicapped compliant spaces, two (2) of which must be van accessible. Parking must be paved, striped, and located on-site. Delineated Area: To receive consideration, proposed space must be within the city limits of La Crosse, Wisconsin and within the delineated area which is bound by the following roads or must front on any of the following roads in La Crosse, Wisconsin: North boundary - La Crosse Street Downtown South boundary - Ward Avenue Downtown East boundary - 28 Street South Downtown West boundary - 3 Street South Downtown Lease Term: The lease requirements include a two-year firm term with one one-year option. The space must be available for occupancy on or before June 30, 2016. All utilities will be paid directly by VA (electricity, gas, water, and sewage). Building equipment and maintenance requirements shall be included in the rental rate. VA will be responsible for the maintenance of medical tenant improvements and interior cleaning. Expressions of interest must be submitted in writing and should include: 1)Address of building. 2)Site and location map. 3)Name and address of owner or agent for building. 4)Total office rentable and useable square footage available (ANSI/BOMA) and its location within the building. 5)Evidence that a medical clinic is a permitted use in the zoning classification of the location of the proposed building. 6)Current status of building occupancy. 7)Date of space availability to commence tenant improvements. 8)Rental rate per ANSI/BOMA office rentable square foot (indicate core factor). 9)CAD "as built" floor plans identifying the space offered. 10)Parking ratios 11)Loading dock specifications 12)Access and proximity to property from public and major transportation routes 13)Site aerials, photographs of building exterior and interior 14)Describe any future development affecting the property including neighboring projects and road/public utility line construction 15)Evidence that property offered is outside the FEMA 100 year flood plane 16)Description of building ownership and evidence that offeror currently owns and controls the property 17)Environmental issues known to exist on the site and any remediation efforts to taken or to-be-taken. Note: VA will pay no more than the fair market rental value as determined by the appraised value of the space.
