- Justification for Other Than Full and Open Competition The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), intends to negotiate on a sole source basis with Marel Seattle for the repair and maintenance 118 Marel M1100 motion-compensated marine scales. This contract will allow the Northwest Fisheries Science Center (NWFSC), Fisheries Resource and Monitoring (FRAM) Division to accomplish its mission of promoting sustainable and productive fisheries, communities, and ecosystems along the U.S. West Coast through innovative research, scientific discovery, and regional and international collaborations. Properly maintained, fully functional marine scales are required for the fulfillment of that mission. This proposed contract action requires the repair and maintenance of FRAM's current inventory of scales, which, due to the terms of the warranty, must be serviced by Marel Seattle, as it is the only vendor in the United States authorized to perform such services according to manufacturer specifications. This notice represents the only official notice of this solicitation. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. For this requirement, Marel Seattle is considered the only responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposal or solicitation; however, interested parties may identify their interest and capability by submitting data that demonstrates the ability to meet the technical requirements. Any firm that believes it can meet this requirement may provide written notification with sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements to the Contract Specialist within fifteen (15) days after date of publication of this synopsis. Offerors should include a description of significant collaboration or subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 811219 and small business size standard established for this sector is $20.5 million.
