- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis with Ortho-Clinical Diagnostics, Inc., 100 Indigo Creek Drive, Rochester, NY 14626, as the only responsible source that can provide preventative and corrective maintenance for each of the following identified equipment (as required for activation): 2 ea. Vitros Fusion 5,1 (2 ea.) and 2 ea ECiQ Analyzer units onboard the USNS Mercy T-AH 19. This acquisition is being conducted in accordance with FAR 13.106-1(b)(1) soliciting from a single source. Ortho-Clinical Diagnostics Incorporated is the sole manufacturer and distributor of the equipment. Ortho-Clinical Diagnostics, Inc. is the only vendor that is capable of providing these services and is the only source that can meet the Government's requirements. There are no set-aside restrictions for this requirement. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Closing date for the submission of capability statements is no later than 4:00 PM ET on 09 May 2016. No phone calls will be accepted.
