Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). This solicitation document supersedes prior solicitation N00244-16-T-0125. The RFQ number is N00244-16-T-0136. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-87 and DFARS Publication Notice 20160325. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. SCOPE: 1.1 Title: Laundry Washer/Extractor and Dryer; replace 1.2 Location of Work: 1.2.1 Laundry Room (2-382-0-Q) 1.3 Equipment to be installed: Quantity (2 EA), GFM Washer Extractor, 100 lb., Model: M50TDE, MFR: EDRO Corporation, NSN: 3510-01-317-0968 Quantity (3 EA), GFM Laundry Dryer, Model: DW10000NSWE-243, MFR: EDRO Corporation, NSN: 3510-01-450-2942 2. REFERENCES: 2.1 NAVSEA Standard Items 2016 2.2 S6162-BS-MMC-010/12489 Technical Manual for 100 Lb Laundry Dryer 2.3 S6162-CF-MMA-010/01551 Rev 3, EDRO DynaWash Washer-Extractors 100 Lb Capacity 2.4 MIL-STD-2003 Electric Plant Installation Standard Methods for Surface Ships and Submarines 2.5 MIL-STD-1310, Shipboard Bonding, Grounding and Other Techniques for Electromagnetic Compatibility and Safety 3. REQUIREMENTS: 3.1 Accomplish the requirements of 009-90 of 2.1. (See para. 5.4) 3.1.1 Contractor shall provide the services of a qualified technical representative to disassemble/assemble and assist with installation and testing of new GFM laundry equipment, as listed in 1.3. 3.2 Disconnect electrically and mechanically and remove existing (3 EA) dryers, (2 EA) washers located in 1.2.1, and listed in 1.3, using 2.2 through 2.5 for guidance. Record electrical hookup data. 3.2.1 Matchmark, identify, and retain chocks, shims, shock mounts, ground straps, and dampening pads 3.2.2 Retain hardware for reuse. 3.2.3 The contractor shall dispose of removed laundry equipment. (scrap) (V)(G) VISUAL INSPECTION 3.3 Accomplish a visual inspection of the existing foundations and deck area underneath removed laundry equipment listed in 1.3 for structural integrity, deterioration, holes, pitting, corrosion and areas of damage or distortion. 3.3.1 Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of the requirements of 3.3 to the SUPERVISOR. 3.4 Ships Force to Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 26, Columns A, B and E for preservation of existing equipment foundations and deck area underneath removed laundry equipment listed in 1.3, located in 1.2.1 as required. Ships force to provide 110V, 440V electrical, LP air, ventilation, temp lighting, gas free services, hot work chits, fire watches, crane and fork lift services from pier to ship. 3.5 Contractor shall install new laundry equipment provided in 5.1 in accordance with 2.2, 2.3, 2.4 and 2.5 and data recorded in 3.2 for guidance and retained material from 3.2.1 and 3.2.2 as applicable Including ventilation. Contractor shall disassemble old machines in space, move to weather deck for crane service to pier. Disassemble new machines on weather deck, provide rigging services and move parts to space and reassemble. Contractor shall obtain WAF authorization forms as required. 3.5.1 Contractor shall align the piping and ventilation to each washer/extractor and Dryers 1.3. Piping and ventilation shall be supported independently and shall not impose a strain on the equipment. 3.5.2 Install new fasteners conforming to MIL-DTL-1222, Type III, Grade 5, and self-locking nuts conforming to MIL-DTL-32258, Steel. Fasteners shall have protective coating per MIL-C-81751, Type I, Class 4; Class 3; MIL-C-83488, Type II, Class 3, or ASTM B-633, Type II, Class 13. 3.5.3 Mechanically and electrically connect laundry equipment, using hook-up data obtained from 3.2, using 2.2, 2.3 and 2.4 for guidance. 3.5.4 Bond and ground equipment in accordance with 2.5. MIL-STD-1310 3.6 Visually inspect system for evidence of external leakage. Allowable external leakage: None. (V)(G) OPERATIONAL TEST 3.7 Accomplish an operational test and verify each electrical device and component installed, operate in conformance to the technical manual furnished with each new washer and dryer. 3.8 Accomplish the requirements of 009-11 of 2.1 NAVSEA Standard Items 2016 for new and disturbed insulation/lagging. 3.9 Ships Force to Accomplish the requirements of 009-32 of 2.1 for new and disturbed surfaces. 4. NOTES: 4.1 New laundry equipment is hatchable. No access cuts required. Interference includes removal of ladder well. 5. GOVERNMENT FURNISHED MATERIAL (GFM): Quantity (2 EA), GFM Washer Extractor, 100 lb., Model: M50TDE, MFR: EDRO Corporation, NSN: 3510-01-317-0968 Quantity (3 EA), GFM Laundry Dryer, Model: DW10000NSWE-243, MFR: EDRO Corporation, NSN: 3510-01-450-2942 EMCRA CONTRACTOR MANPOWER REPORTING LANGUAGE FOR CONTRACT PERFORMANCE WORK STATEMENTS and Related Background Information The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the USS Pearl Harbor (LSD-52) via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: (1) W, Lease/Rental of Equipment; (2) X, Lease/Rental of Facilities; (3) Y, Construction of Structures and Facilities; (4) S, Utilities ONLY; (5) V, Freight and Shipping ONLY. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. (i) TECHNICAL CAPABILITY OF THE ITEM TO MEET THE GOVERNMENT REQUIREMENT (ii) PAST PERFORMANCE (iii) PRICE Factor (i) Technical Capability. Offerors proposals will be evaluated first under Factor (i) above, which represents MINIMUM acceptable criteria. Under this factor, products offered will be determined to be either technically acceptable or unacceptable. Factor (ii) Past Performance- Format provided by Attachment 1 Past Performance Acceptable/Unacceptable Rating Method Adjectival Rating Acceptable Description Based on the offerors performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offerors performance record is unknown. Unacceptable Description Based on the offerors performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort. Sources are as follows: Past performance information may be provided by the offeror, as solicited. Past performance information may be obtained from questionnaires tailored to the circumstances of the acquisition. Past performance information may be obtained from established systems such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, Fee Determining Officials. The past performance evaluation team will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment. Factor (iii) Price A Firm Fixed Price contract award will be made to offeror whose offer is determined to be the lowest priced technically acceptable offer. Price analysis, if needed, will be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offer.
