- W909MY16RH004 16 March 2016 FSC 6115 NAICS 335312 with a business size of 1000 It is the intent of the US Army Contracting Command APG-Belvoir Division to issue a Request for Proposal (RFP) using full and open competition. The RFP shall be issued on behalf of the Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), for the recapitalization of the Deployable Power generation and Distribution Systems (DPGDS) Prime Power Unit or MEP-PU-810 A and B. The components of the recapitalization include (1) a re-engineered power plant, (2) upgraded generator, (3) an upgrade of the control components, and (4) a Build-to-Print Technical Data Package (TDP) with full provisioning. The first planned Delivery Order will consist of the Modified Work Order (MWO) Kits for both the MEP-PU-810 A and B, and First Article Units of six (6) PPUs, three (3) MEP-PU-810C Models and three (3) MEP-PU-810D Models. The intent of the Army is to award a single award, 120 month Fixed Price Incentive Firm Target (FPIFT)/ Firm Fixed Price Indefinite Delivery/ Indefinite Quantity (IDIQ) contract. The contract will be structured with a First Article Phase lasting 32 months (with 18 months of design and development followed by 14 months of First Article Testing) followed by an eighty-eight (88) month production ordering period. The contract will be awarded to the single responsible offeror whose proposal is determined to be the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government with appropriate consideration given to the four (4) evaluation factors; Technical, Price, Past Performance, and Small Business Participation Plan. It is anticipated that Request for Proposal W909MY-16-R-H002 will be issued on or around 19 May 2016 to the FedBizOps website with an anticipated closing date of 20 June 2016. All responsible sources may submit a proposal which will be considered by the agency in accordance with the RFP.
