- SOW Combined Synopsis/Solicitation for a Chinese interpreter The Solicitation Number is AG-3151-S-16-0036, for a Chinese interpreter. This solicitation is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), FAC 2005-87 effective March 7, 2016. This RFP is being issued in accordance with FAR Part 12- Acquisition of Commercial Items and FAR Part 13- Simplified Acquisition Procedures. A. Except as otherwise specified, the Contractor shall furnish all the necessary personnel, material, equipment, services and facilities to perform the services specified under the Statement of Work (SOW) and delivered within the period of performance specified in the SOW. B. The quote shall be based on the attached SOW. C. The Government anticipates award of a firm-fixed-price contract. D. The terms and conditions that will apply to this acquisition are set forth in the Request for Proposal. E. The contractor shall include; a. active DUNS number. b. One of the requirements for a contractor to work with the U.S. Government is possession of a DUNS number. It is free and instant. Apply for a DUNS number at http://fedgov.dnb.com/webform F. All proposals must be submitted via email and only to Vincent.Palmer@wdc.usda.gov and Erin.lindsey@wdc.usda.gov by 5:00 p.m. Eastern Time (ET) on May 11, 2016. SCOPE OF WORK The Cochran Fellowship Program's Asia Team is requesting the hiring of a Chinese interpreter for a China climate-smart agriculture team of seven (7) fellows. The interpreter will be needed for three weeks starting from May 18 - June 3, 2016. Interpretation will be consecutive. Locations of the program will be in Washington, DC, California and Oregon. Command of two languages both Chinese and English is prerequisite. Topics are highly specialized particularly in areas of agriculture.
