- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command (NAVAIR) Precision Strike Weapons Program Office (PMA-201) intends to enter into sole source negotiations and subsequently award a Cost-Plus-Fixed-Fee Delivery Order under Basic Ordering Agreement N00019-15-G-0003. This effort is estimated for award in the fourth quarter of calendar year 2016 to with Raytheon Missile Systems (RMS) for a performance period of six months. This order is to provide technical support for the Joint Strike Fighter Program (JSF) Electromagnetic Compatibility (EMC) test program with the Joint Standoff Weapon (JSOW) AGM-154C-1 All up Round (AUR). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, by the response date, which shall be considered by the agency. GENERAL INFORMATION: Raytheon Missile Systems is the sole designer, developer, manufacturer and integrator of the Joint Standoff Weapon and its related equipment. RMS alone has the experience, special skills, proprietary technical documentation, software/algorithms, facilities and repair techniques required to disassemble, repair, reassemble, and test this equipment and furnish the supplies and services within the required timeframe. Accordingly, RMS is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with RMS at the address: Raytheon Missile Systems, Attention: Jeff Degel, 1151 E. Hermans Road,Tucson, AZ 85756-9367. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above.
