- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into sole source negotiations with Ultra Electronics Advanced Tactical Systems Inc. (Ultra-ATS), Austin, TX for the procurement of an upgrade to the Maritime Patrol Reconnaissance Software Suite (MPRS) software product for the Intelligence Broadcast Service Common Message Format (CMF) processing of the Ultra Electronics Advanced Tactical Airborne System (ATAS), P/N 900-100749-002 REV A, NIIN 5999-01-585-3161, for P-3C Tactical Data Processor currently installed in P-3C aircraft. The ATAS provides the P-3C Anti-Surface Warfare (ASUW) Improvement Program (AIP) fleet with a tactical and operational picture where the operators can receive, store, correlate and transmit theatre specific real-time sensor and target information. This effort is to formalize the MPRS CMF patch into a new deliverable baseline, remediate Software Trouble Reports, update test criteria/documentation and formally test the CMF interface with the aircraft's Link-16 capability. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source delivery order to Ultra-ATS, as this company is considered the only responsible source capable to provide the software patch info a new deliverable baseline for the P-3C aircraft ASUW AIP. Ultra-ATS is the original designer and manufacturer of the ATAS and MPRS 1.1.13 baseline, which is currently installed in all fifty-four (54) P-3C AIP C4 for Anti-Submarine Warfare equipped aircraft. The US Navy has only user data rights and Ultra-ATS does not resell their source code to third parties; therefore, they are the only vendor capable of providing the software upgrade to meet the Government requirement. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government in determining whether or not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. Responses should reference N68335-16-R-0215.
