- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Air Traffic Control Systems Division, Code 4.11.7.2 intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) on a sole source basis to Telephonics Corporation, 815 Broad Hollow Road, Farmingdale, NY 11735-3904, for a period of five (5) years. This requirement is a follow-on procurement with an estimated award date of 9 July 2016. The primary effort is the modification, delivery, installation, maintenance, refurbishment, logistics, and disposition of the AN/TPX-42A(V) Interrogator System. This system provides air traffic controllers aboard CV, CVN, LHA, LHD class ships and at Naval Air Stations with automatic updates of Identification Friend or Foe (IFF) beacon and radar tracks within a sixty (60) nautical mile radius to allow them to maintain safe separation between aircraft in the ship or shore station's terminal environment. The Contractor shall establish and maintain a comprehensive program to provide hardware systems development, maintenance, training, and repair services in support of the ATC Landing Systems, Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, Webster Field, St. Inigoes. Work performed under this IDIQ shall include furnishing AN/TPX-42A(V) Interrogator System parts, components, assemblies, and material. A list of the equipment to be supported is provided below. NOMENCLATURE • AN/TPX-42A(V) Interrogator Systems Precision The proposed action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". Telephonics Corporation is the sole designer, developer, and manufacturer of the AN/TPX-42A(V) Interrogator Sets and ancillary equipment and as such, holds multiple data rights to various components of the Interrogator System. Only Telephonics possesses the technical expertise, special tooling, and data to successfully design modifications and upgrades and repair associated parts for complex AN/TPX-42A(V) Interrogator Sets equipment. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 18 May 2016. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
