- This is a notice of intent that AFSC/PZABB anticipates issuing a Requirements contract for the repair of the ALQ-161 Band 5 Travelling Wave Tube (TWT). This will result in a five year contract and shall include a basic year, plus four (4), one-year ordering periods. A description of the quantity is described below: INPUT: 5960-01-217-1479EW 5960-01-174-3119EW OUTPUT: 5960-01-217-1479EW Basic Ordering Period: Major Repair BEQ: 18; Minor Repair BEQ: 2 Ordering Period I: Major Repair BEQ: 18; Minor Repair BEQ: 2 Ordering Period II: Major Repair BEQ: 18; Minor Repair BEQ: 2 Ordering Period III: Major Repair BEQ: 18; Minor Repair BEQ: 2 Ordering Period IV: Major Repair BEQ: 18; Minor Repair BEQ: 2 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, L3 Communications Corporation, Cage: 80080, in accordance with FAR 6.302-1. This action is proposed to be a sole source acquisition because L3 is the only qualified source for this highly specialized repair that possesses the internal drawings and data necessary to support this repair. Technical data is not available to support this acquisition. The solicitation is planned to be released on or around 20 May 2016. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. All proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All potential offerors should contact the buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition.
