- NASA/GSFC has a requirement for Signal of Opportunity technology for soil moisture measurements. In this effort there is a need of high speed RF multi-channel (4) digital receiver to record and down load the data at 3GBPS rate. With following specifications. Frequency Range: 15-45 MHz Power Level: -10dBm Number of Channels: 4 Enclosure for outdoor Applications NASA/GSFC intends to purchase the items from Intelligent Automation, Inc. because a similar multi-channel RF receiver with slightly different specifications has been developed and delivered by a small business company (Intelligent Automation Inc, Rockville, MD) for NASA's EcoSAR project in the past. This work is Follow-on work needing only purchase and assembly of hardware. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. local time on 05/17/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
