The objective of the resulting contract award is to serve as a means for the Food and Drug Administration to obtain ongoing tobacco product sales data from retailers and consumer purchasing data to understand the effects in the marketplace of Center for Tobacco Products (CTP) regulatory actions. The contractor shall provide FDA with nationally and sub-nationally representative (i.e., census region, census division, major metropolitan market, and media market), existing, commercially available tobacco products sales data; including both retail scanner data and consumer purchasing scanner data. For the purposes of this contract, tobacco products include, but are not limited to: cigarettes, smokeless tobacco, pipe tobacco, roll-your-own tobacco, cigars, e-cigarettes, waterpipe/hookah tobacco, dissolvable tobacco products, and tobacco accessories. The contractor shall provide FDA with the data so the tobacco product categories, listed previously, can easily be identified and analyzed on their own (e.g., waterpipe/hookah tobacco and roll-your-own tobacco should be distinguishable from one another). The data shall be collected using scientifically sound and well-described methodologies.
