- N00253-16-T-0266 Attachment 1 - Past Performance N00253-16-T-0266 Request for Proposal This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Naval Undersea Warfare Center (NUWC) Division Keyport has a requirement for dry-docking and overhaul for the barge craft (YC 1674). A firm fixed priced (FFP) contract will be issued for repair services with a base requirement and three (3) optional repairs. The solicitation is posted and available for download at https://www.fbo.gov. Offerors wishing to submit a proposal are responsible for downloading their own copy of the solicitation from this website and to frequently monitor the site for any amendments to the solicitation. A bidders list will not be maintained by this office, no telephone or fax requests for the solicitation package will be accepted. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals may render the offeror's proposal non-responsive and result in rejection. Any questions must be submitted in writing via e-mail to Kirsten Newhard at kirsten.newhard@navy.mil. Provisions and clauses in effect through the latest Federal Acquisition Circulars are included in the attached solicitation. Applicable NAICS code for this requirement is 336611 with a size standard of 1,000 employees. This procurement will be conducted as a 100% small business set aside. Requirements and evaluation procedures are listed in the attached solicitation. The closing date of the solicitation is 03 June 2016 by 10:00 A.M. PST unless changed by amendment to the RFP. A ship check is scheduled for interested offerors on 18 May 2016 at 09:30 A.M. Interested offerors are requested to submit FORM SECNAV 5512/1 (APR 2014) via facsimile to tel: (360) 396-2073 at least 3 days prior to the ship check date to ensure badging is completed. List Brett Stafford as the sponsor in Block 25 of the form, telephone (360) 396-5844, badging will be accomplished at the NUWC Keyport Pass & ID office and interested offerors will be escorted to the shipcheck from this location. The drawings and technical information referenced in this solicitation are restricted by the Arms Export Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at http://www.dlis.dla.mil/jcp/. Restricted drawings and technical information are available through FedBizOpps as an attachment to this solicitation. All questions regarding this solicitation shall be submitted in writing no later than seven (7) days before the solicitation closing date.
