Description
Comment/Response Matrix 03 May 2016: The Advanced Pilot Training (APT) Program held an Industry Site Visit at Columbus Air Force Base (AFB), MS on 11 Feb 2016. The United States Government (USG) posted responses to industry questions that were submitted in response to the Columbus AFB site visit on 22 March 2016 and is providing additional responses at this time on the attached matrix (reference attachment). Please note that all the comments provided by industry may or may not be addressed in the attached responses. Responses are for T-38C operations at Columbus AFB and should not be construed as APT (T-X) requirements. Many APT-specific questions were received and may be answered by the information in the recently posted APT DRAFT System Specifications (posted to FBO 9 Mar 2016) and the APT DRAFT Statement of Work (SOW) (posted to FBO 15 Apr 2016). Questions relative to USG facilities requirements should refer to paragraphs 3.9, Operational/Site Activation and 3.9.1, Facility Engineering Support, and 3.9.2, Site Conversion, of the DRAFT SOW. Responsibility for construction and modifications to facilities is outside the scope of this anticipated APT (T-X) contract. Additional responses may be posted at a later date; however, the USG reserves the right to provide responses a its discretion. The USG is not requesting industry responses to this posting. The USG is providing responses to industry's comments on the TACC in the attached Comment/Response Matrix for the APT TACC. Please note all comments provided by industry may or may not be addressed in the attached. The USG is not requesting industry responses to this posting and will not respond to additional comments. This second release is an additional opportunity for industry to get additional detail and specific understanding of the APT requirements and provide further comments. The APT Program's DRAFT SOW was initially released 9 October 2015 for the purpose of gaining industry's perspective on the draft requirements. After reviewing industry's comments, the United States Government (USG) provided responses 25 January 2016 and updated the DRAFT SOW accordingly. Please note that while the comments previously provided by industry may, or may not be addressed in the latest version of the DRAFT SOW, the document has been significantly updated based on multiple sources, to include industry comments. Comments on the latest version of the DRAFT SOW shall be submitted in the attached matrix (Attachment 2). Comments received may or may not be considered for inclusion in the SOW. Anything not submitted in the attached matrix may be discarded. The Government does not intend to award a contract on the basis of this notice. 18 March 2016: After completing a review of remaining tasks, the Air Force Program Executive Officer for Mobility determined that the Advanced Pilot Training (T-X) Program's Request for Proposal (RFP) will be delayed by three months. The program office now anticipates an RFP release in late December 2016 to ensure the release of a well-defined RFP. The Program's aim to refine RFP language stems from its participation as a pilot program for the U.S. Air Force's Bending the Cost Curve (BTCC) initiative. The BTCC initiative seeks to increase competition and find solutions that work for both the U.S. Air Force and industry. Program activities to refine RFP language, including extensive dialogue with industry, have taken longer than initially anticipated to complete. In order to align the production schedule with the Air Force strategic planning, the program's Full Operational Capability has been adjusted from Fiscal Year (FY) 2032 to FY34. It is important to note: the initial Operational Capability date remains FY 24. 09 March 2016: 1. Originally, FBO instructions were to enter Gate 19B at 8:00am on 5 May 2015. Newly enforced policy has changed handling of foreign nationals as they enter WPAFB. Please enter Gate 1B on Springfield Street at 8:00am on 5 May 2015. There is a small parking lot to the immediate right, next to the security guard building. Park in that lot and a US Government escort will provide transportation in a separate vehicle to building 840 where the conference is to be held. Notify industry of the APT FoS Program Office's intent to sponsor a Pre-Solicitation Conference at Wright-Patterson AFB tentatively scheduled for mid-April 2015. The intent of this notice is not an opportunity for industry to request changes to the ATP FoS requirements, but rather to ensure industry has a clear understanding of the requirements.
