Description
This is not a solicitation. This Sources Sought Announcement is for the purpose of identifying firms, including small business concerns, who are capable and interested in offering a proposal on this project to design, supply and install 14 new turbine runners, rewind three main unit generators and replace or refurbish other ancillary equipment critical to the turbine runner operation at McNary Dam. The magnitude of the project is estimated to be between $250,000,000 and $500,000,000. The performance period is expected to be approximately 16 years. Performance and payment bonds will be required for the installation portion of the work. Responses to this announcement are due by close of business on 24 May 2016. The USACE is submitting this inquiry as part of its updated market research effort to determine industry interest in the project. Responses are sought from both large and small business concerns. The US Army Corps of Engineers (USACE) Walla Walla District (NWW) intends to partner with industry to design, supply and install 14 new turbine runners, rewind three turbine generators, and replace or refurbish other ancillary equipment critical to the turbine runner operation at the McNary hydropower station, located near Umatilla Oregon. Turbines at McNary Dam are 280-inch diameter Kaplan runners with an existing turbine capacity of 81.5 MW. Of the 14 powerhouse generators, 11 have recently been rewound to 100MW. The goal is to install a combination of both fixed and adjustable blade runners designed for increased turbine efficiency and capacity comparable to the recent 100MW uprating while improving fish passage survival. NWW currently anticipates a contractor will be selected based on its capabilities and expertise in hydraulic design, computational and physical modeling, component engineering, manufacturing, installation and commissioning of propeller style turbine runners larger than 50MW. The selection will also consider the contractor's management and scheduling expertise, commitment to schedule and costs, and total price. A collaborative and iterative design process will be used to develop both fixed and adjustable blade propeller style runners. The Contractor would collaborate in the design process with engineers and biologists from the USACE's Walla Walla District, Hydroelectric Design Center (HDC) and Engineer Research and Development Center (ERDC), Bonneville Power Administration (BPA) and National Oceanic and Atmospheric Administration (NOAA). The turbine runner design process would be iterative in that conceptual designs would be developed and evaluated using industry standard Computational Fluid Dynamic (CFD) models and hydraulic performance models in concert with the USACE physical hydraulic (observational) models. Each iterative design alternative or feature would be evaluated for fish passage improvements, hydraulic performance, price reasonableness and feasibility before selecting a final design. Other modifications to the turbine water passageway may also be designed and installed; these include modified stay-vanes, new wicket gates, new discharge rings, modified head cover components and modified draft-tubes. Component design and manufacture would begin once a final hydraulic design has been developed. The exact number and sequence of installation of fixed and adjustable blade runners has yet to be determined. During the installation it is anticipated that not more than two turbine units will be available at one time, which will constrain the overall installation and commissioning schedule. Information from firms who respond to this announcement by submitting a statement addressing their experience and past performance will be used in the Government's determination of whether to set aside this requirement for small business or open it to unrestricted competition. Interested parties must respond to this sources sought announcement in writing, indicating their experience (what your firm did) and past performance (how well your firm did it) in performing work of the type described above (no more than 5 projects). State whether your firm was the prime contractor or a subcontractor for each project you reference. Include information regarding your firm's business size (large, small, HUBZone, small disadvantaged, small veteran-owned, small service-disabled veteran-owned, or small woman-owned business). The NAICS code for the predominant portion of this work is 237990, and the small business size standard is no more than $36,500,000 in average annual receipts.
