- The Federal Emergency Management Agency (FEMA) is authorized under the Robert T. Stafford Act as Amended to provide temporary housing to disaster survivors. One of the ways FEMA provides temporary housing is through the use of manufactured homes constructed under 24 CFR 3280 the Manufactured Home Construction and Safety Standards. During the summer of 2015, FEMA awarded a competitive contract to develop standard designs and requirements for future FEMA manufactured homes. As the manufactured home development project has unfolded, the Agency and contractor have discovered a number of items that will form the core of future manufactured homes that need to be tested. FEMA has several requirements for contractors who would like to propose to perform the work associated with this requirement. FEMA will allow the manufactured housing industry full and free access to the lessons learned from this research. 1. A demonstrated history developing test plans and conducting tests for manufactured homes. 2. As the research conducted will benefit the manufactured home industry as a whole, FEMA requires that any proposal include cost sharing by others. The contractor who provides these services shall closely coordinate the effort with FEMA's contractor who is developing the Agency's future requirements for manufactured homes.
