- J&A Product Description THE GOVERNMENT INTENDS TO AWARD A SOLE SOURCE CONTRACT FOR HP Hardware and Software BACKGROUND: The Software Engineering Directorate requires HP Hardware and Software to provide on and offsite support for the devices which are critical to the overall mission of the Software Engineering Directorate. This hardware is highly specialized and HP is the only vendor that can service this equipment. AUTHORITY CITED- The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
