- PROPOSAL ADEQUACY CHECKLIST CONTRACT SECURITY CLASSIFICATION SPECIFICATION-DD 254 for CBCSE Cost and Price Workbook for CBCSE Contract Data Requirements List Items for CBCSE DOCUMENT SUMMARY LIST FOR CBCSE Update to W900kk-16-R-0042-DRAFT-RFP This posting was previously advertised as W900KK-14-R-0076. The purpose of this DRAFT solicitation is to obtain comments and recommendations ONLY and NOT a request for proposals; therefore, no formal proposals are requested, required or will be accepted. This DRAFT solicitation also serves as the synopsis of the requirement for the PEO STRI CBCSE requirement. This is a DRAFT Solicitation and serves as a mechanism for comments and recommendations from industry to be submitted regarding the PEO STRI CBCSE requirement and serves as the synopsis of the requirement for the PEO STRI CBCSE requirement. The intent of this DRAFT Solicitation is to allow an exchange with industry in the form of questions, comments, suggestions, and corrections regarding perceived unnecessary or inefficient requirements. Potential Offerors are encouraged to comment, by 2:00 pm Eastern Standard Time on 11 May 2016, on all aspects of the DRAFT Solicitation and identify unnecessary or inefficient requirements for the CBCSE effort that may significantly improve the final solicitation. No proposals are requested or will be accepted at this time. The United States Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has conducted market research regarding its requirement to provide the procurement and fielding of Common Battle Command Simulation Equipment (CBCSE) as well as related activities to include but not limited to integration, exercise support, gaming support, material purchases, maintenance, supply support, and post fielding support to PEO STRI and the Joint Land Component Constructive Training Capability (JLCCTC) program. This solicitation will result in a Small Business Set-Aside with an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a cost-plus-fixed-fee contract with cost no fee and firm fixed price contract line item numbers (CLINs), and an ordering period not to exceed 60 months from date of contract award. The initial increment of Delivery Order 0001 will cover the contract minimum level of effort. Additional increments of funding and delivery orders may be issued at the discretion of the Government. Travel is at cost reimbursable with no fee allowed. OFFEROR MUST PROPOSE BY CLIN FOR EACH CLIN identified in Schedule B. Delivery orders will be incrementally funded, subject to the availability of funds. (See Section I, Federal Acquisition Regulation (FAR) clauses 52.232-18 and 52.232-22. This Executive Summary is provided as an administrative convenience and is not intended to alter the terms and conditions of the solicitation in any way. Any inconsistencies between the Executive Summary and other provisions of the solicitation shall be resolved in favor of the solicitation. All comments and recommendations shall be submitted via email message to Contract Specialist Angela Hodges at angela.d.hodges2.civ@mail.mil and to Contracting Officer Dunamis Triska at dunamis.t.triska.civ@mail.mil by no later than 2:00 pm Eastern Standard Time on 6 May 2016. Comments and recommendations submitted prior to this time will be accepted and are highly encouraged. SOLICITATION CLOSING AND DELIVERY INSTRUCTIONS Proposals for solicitation W900KK-16-R-0042 shall be submitted in digital copies, as set forth in Section L. The RFP shall provide the Government address and receipt date for proposal submittal no later than TBD. The U.S. Army Contracting Command - Orlando (ACC-ORL) has established the office of Solicitation/Delivery or Task Order Ombudsman, to assist industry in removing unnecessary and burdensome requirements from solicitations and task orders. If you feel that this contract or any delivery order issued under this contract contains improper elements or can be further streamlined to promote more efficient use of taxpayer dollars, you should first identify these issues to the Procuring Contracting Officer (PCO). If the PCO is unable to resolve your concerns satisfactorily, or cannot do so in a timely manner, you are encouraged to call the ACC-ORL Ombudsman at (407) 384-5432. The PCO/Ombudsman should be advised of any deficiency at least five (5) days prior to solicitation or delivery order closing date.
