- Contract Award Document The contractor shall assist the DSCA EUM Program in training the security cooperation community (e.g., DSCA, implementing agencies, combatant commands, security cooperation organizations, and host nations) by educating the participants via EUM Training Seminar, Quarterly EUM Newsletter and answering questions by viewing SCIP- EUM data regarding deliveries and inventory information. - Communicate with users to answer questions and provide instructions - Provide help desk support to accommodate EUM questions within 24 business hours - Update and keep current user enrollment and permissions - To assist the DSCA EUM Program Office in training the SCO community during EUM Training Seminars. - Update and keep current the SCIP-EUM User Guide - Review and process access requests and ensure only authorized users obtain access - Create and electronically send a quarterly EUM newsletter - Mail instructional handbooks and other material - Maintain the EUM Support page in SCIP-EUM - Research EUM questions - Coordinate with the SCIP Help Desk (Defense Security Assistance Development Center, Mechanicsburg, PA -DSADC) to resolve automation issues b. The contractor shall support the development of end user documentation of input forms, tables, reports, error messages, and other graphic user interfaces as implemented for reference by test staff, user population, etc. The purpose of this documentation is to describe the programs and provide guidance to end users through the various steps of invoking and using the programs. This is currently described in the SCIP-EUM Customer Assistance Handbook and other related documents. c. The contractor shall provide documentation of revisions/updates to code, algorithms, application program interfaces, validation logic, error handling, and special behaviors associated with data structures. The purpose of this documentation is to support life cycle maintenance by Government staff and furnish troubleshooting assistance to Government programmers who subsequently maintain the program code. d. Documentation developed by the contactor must be stored into the Defense Security Assistance Development Center (DSADC) End User Document Template referenced in Addendum A of the Performance Work Statement
