- The purose of this notice is to conduct market research regarding the availability of US Small Businesses that are capable and interested in providing a comprehensive global ocean vessel vetting system. The United States Agency for International Development's Office of Food for Peace (USAID/FFP) procures both bulk and packaged food aid commondities for use in its Title II food aid and Indernational Disaster Assistance (IDA) programs. The bulk and packaged commondities are transported via ocean going vessels. USAID commodities need to be transported in excellent condition in order to avoid moisture and infestation while in transport. Given the inherent nature of food aid commonities, there is a potential for loss or damage. To address this risk, the U.S. government will contract with a vessel vetting company to provide services to USAID. The contractor must have the capability to provide these services globally. The contractor shall provide a robust, yet cost effective online vetting tool. The proper vetting of a ship is intended to mitigate any damage to various food commodities shipped by USAID around the world. The contractor shall have the capability to provide accurate, consistent, and current information that ensures the physical and financial integrity of the head owner's vessel utilized in transporting USAID food aid commodities. Specific risk factors to be addressed as part of the vetting services are vessel history, flag, age, class performance, port state control inspection, vessel efficiency ratings and any other relevant information that will assist USAID in determining the viability of a vessel's performance.
