- Tentative Milestones DRAFT PWS NASA Langley Research Center (LaRC) plans to issue a Request for Proposal (RFP) for the Security and Protective Services Contract (SPSC). This pre-solicitation synopsis is related to the Sources Sought notice, "LaRC_Security_Services_2016," which was posted to FBO on 30 November 2016. The SPSC requirements will include, but not limited to, the following: 1 - Security Services - Top Secret Security Classification and Clearance - Personnel Security Support - Foreign National Processing - Badge and Pass Operations 2 - Protective Services - Law Enforcement (Patrol Operations, Accident Investigation, Criminal Incident Reports, etc.) - Physical Security & Resource Protection & Locksmith Services - Protective Services Communications Center/ESS 3 - Emergency Management - 911 Emergency Center Operations/Dispatch 4 - Training/Skills/Performance Management - Security Forces/Special Agent/Instructor Certification and Qualification - Simulation/Center Employee Training A Draft Performance Work Statement (PWS) has been attached to this synopsis. This acquisition will be a 100% Set-Aside for competition among firms certified by the Small Business Administration (SBA) as an 8(a) Small Business ("Competitive 8(a) Set-Aside"). All responsible SBA 8(a) certified small businesses may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The NAICS Code and Small Business Size Standard are 561612 and $20.5M, respectively. The contract type will be Firm Fixed Price (FFP) with an Indefinite Quantity Indefinite Delivery (IDIQ) CLIN, to have the ability to issue FFP Task Orders. The anticipated release date of the Draft Request for Proposal (DRFP) is on or about May 25, 2016, with DRFP comments from industry due on June 15, 2016. A Pre-Solicitation Conference is scheduled to be held on June 8, 2016. Registration information for the Conference will be included in the DRFP. Final RFP release date is anticipated to be on or around June 24, 2016. The firm date for receipt of proposals will be stated in the RFP. The period of performance for this contract will include a 12-month base period, with four 12-month option periods. The solicitation and any documents related to this procurement will be available via the internet on the Federal Business Opportunities (FBO) website at the following address: https://www.fbo.gov/. It is the offeror's responsibility to monitor the FBO site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
